Pursuant to the authority vested in the Mayor and Council by N.J.S.A. 40:48-2.46, 39:4-56.6 and 39:4-56.7, no person shall park or leave unattended a vehicle on private property without the consent of the owner of or other person in control or possession of the property, nor shall said person park or leave unattended a vehicle on private property for a period in excess of that for which consent was given, except in the case of an emergency or disablement of the vehicle, in which case the owner or operator thereof shall arrange for the expeditious removal of said vehicle.
The owner or other person in control or possession of the property on which a vehicle is parked or left unattended may remove or hire another person to remove said vehicle. It shall be the obligation of the owner of the vehicle to pay for the cost of the removal and/or storage. If the owner of the vehicle refuses to pay for said storage or fails to make claim for the return of the vehicle within 90 days after such removal, the vehicle may be sold at public auction and in accordance with the provisions of N.J.S.A. 2A:44-20 through 2A:44-31.
It shall be the responsibility of the person moving the vehicle for a violation of this Article to notify the Local Police Department of such removal, and it shall further be the responsibility of that person moving the vehicle to notify the owner of the vehicle of the removal of said vehicle.
Any law enforcement officer of the Borough of Carteret, upon the request of the property owner whereon a vehicle is parked in violation of § 179-1 of this Article, shall have the authority to issue a summons for a violation of the provisions contained in this Article.

Any person who violates the provisions of this Article shall, upon conviction thereof, be subject to the penalties set forth in § 1-17 of this Code.

There is hereby established a fee schedule for the following park and ride parking Lots: Driftway and Roosevelt Avenue; Terminal Avenue and Roosevelt Avenue; Pershing Avenue and Harris Street; and Pershing Avenue and Noe Street.
A. 
Carteret residents: $200 per annum.
B. 
Non-Carteret residents: $325 per annum.
Said fees shall be paid on an annual basis at such time as the Borough shall determine.
The Borough shall promulgate rules and regulations for use of said lot, proof of residency, prorated fees, fee adjustments and such other matters as the Borough shall deem appropriate.
The portion of this article regarding fees and fee payment shall take effect immediately whether or not rules and regulations have been established.
