A. 
No person who has not been issued a special vehicle identification card by the New Jersey Division of Motor Vehicles or who is not otherwise permitted to park in parking spaces established for use by handicapped persons pursuant to N.J.S.A. 39:4-204 through 39:4-206 shall be permitted to park in such spaces. This provision shall apply to all parking spaces located in the Borough of Collingswood which have been established for use by handicapped persons, including all such parking spaces properly established by the Borough by ordinance, resolution or regulation pursuant to N.J.S.A. 39:4-197.5 and/or 39:4-197.6 and all such parking spaces established by any entity pursuant to and in compliance with federal, state and/or local law.
B. 
Proper signs providing notices of the penalties set forth in Subsection C of this § 293-45 shall be erected at said parking spaces as necessary.
C. 
Pursuant to N.J.S.A. 39:4-197(3)c, any person convicted of a violation of this § 293-45 shall be liable to a penalty of $250 for the first offense and at least $250 and up to 90 days' community service for all subsequent offenses.
