No person shall contract to furnish labor, or labor and materials, for the installation, maintenance, repair, extension, alteration or renovation of plumbing within the Town of Dover, other than on buildings or property owned by the person performing the plumbing, unless said person is licensed as a master plumber pursuant to N.J.S.A. 45:14C-1 et seq.

Any person, firm or corporation who or which violates the provisions of this chapter shall be subject to one or more of the following: a fine of at least $100 but not exceeding $1,000, a term of imprisonment not exceeding 90 days or a period of community service not exceeding 90 days.
