All sidewalks and curbs shall be of concrete or belgium block construction in accordance with the regulations and specifications hereinafter set forth. Specifically excluded from this requirement, however, is any curbing installed by the Town of Dover to ensure proper drainage. Such curbing installed by the Town of Dover may be of bituminous material.
A. 
All sidewalks and curbs shall conform to lines and grade furnished by the Town Engineer on order from the Board of Aldermen upon written application therefor by the property owner. Such lines and grade shall be furnished free of charge to the property owner, except as hereinafter otherwise provided.
B. 
The order for such lines and grade shall be issued if the same are on a street or avenue, the lines and grade of which have been established by ordinance or are in process of ordination, or such street or avenue is in such condition that in the opinion of the Engineer acceptance of said street or avenue by ordinance might be given.
C. 
Construction work on such curb and sidewalks shall be commenced within 10 days from the date of notice from the Engineer to the property owner that lines and grade have been provided and shall be pursued continuously until all the work is completed, making due allowances for delay caused by weather conditions or labor troubles. If such construction work is not commenced within 10 days after notice, the cost of providing the lines and grade shall be charged to the property owner and become a lien on his property.
A. 
Concrete curb.
(1) 
Concrete curb shall be constructed with joints every 10 feet cut entirely through and left open. Joints shall be 3/16 of an inch wide and shall be kept free from all excess mortar or other foreign material until the same have been poured with a bituminous filler, approved by the Engineer.
(2) 
All forms used shall be of metal or wood, straight, free from warp and of sufficient strength to resist the pressure of the concrete and without springing out of alignment. Forms must be kept clean, oiled or greased. Outside forms of curb shall be straight from top to bottom. Forms for the face of the curb shall have a batter of two inches from the top to the bottom. The concrete, when placed in the forms, shall be spaded, rammed or tamped until the openings in the forms are completely filled and the concrete thoroughly consolidated and surplus mortar covers the surface thereof. While the top of the curbing is yet soft, it shall be finished to a smooth even surface with a wooden float. The forms shall be removed as soon as the concrete has set sufficiently to be self-supporting, has no tendency to adhere to the forms and is in such condition that it can be rubbed down and floated satisfactorily. Immediately after removing the forms, the entire exposed surface of the curbing shall be finished to a smooth, even, dense surface with a wooden float. If any holes or defects develop, they shall be filled at once with a mortar composed of one part cement and two parts sand and the surface finished as above specified.
(3) 
In no case shall an application of a three-layer of plaster be permitted after the forms have been removed. The face of the curbing from two up to eight inches below shall be flushed and clean water applied with a soft hair brush and then smoothed to a finished surface with a wooden float.
(4) 
The dimensions of curbing shall be as follows: six inches thick at the top, eight inches thick at the bottom and 20 inches in depth.
(5) 
Sidewalks shall be at least four feet wide and eight inches thick, constructed of four inches of concrete laid on four inches of ashes, gravel or crushed stone, and the finishing coat shall be made by rough floating. Sidewalks shall have a pitch of not less than 1/4 inch nor more than 1/2 inch to the foot from the curb.
(6) 
The center line of the constructed sidewalk on residential streets shall be as directed by the Town Engineer, and on commercial streets or in front of a place of business the sidewalk shall be constructed from curb to curb and shall not be more than five feet, and these squares shall be constructed with a cut joint.
(7) 
The earth excavation necessary for the construction of sidewalk and curb, unless otherwise directed by the Street Committee, shall be disposed of by the property owner.
B. 
Belgian block curbing. The concrete mix shall be as specified in § 337-23 below. Block shall be a minimum of six inches in depth and nine inches in length. Construction detail will be provided by the Town Engineer.
A. 
The concrete used in the construction of sidewalks, curbs and gutters shall be of the mixture of one part cement and two parts sand and four parts broken stone or gravel.
B. 
The cement must be of approved standard brand.
C. 
The sand must be clean and sharp, and the stone or gravel must be free of surface earth and all forms of vegetation.
D. 
The proportions shall be carefully measured, mixed thoroughly and puddled into the forms. The finishing course shall be one part cement and two parts sand and shall be applied before the former work has taken on its initial set, which is about 45 minutes after mixing and placing in forms.
The cost of the sidewalk shall be paid by the property owner and the curb by the Town if the property owner shall voluntarily construct the curb and sidewalk according to this article. Should it become necessary for the Town to cause the construction of said sidewalk, the cost thereof shall be assessed against the property owner and collected in the same manner as taxes. Should the property owner desire to construct his sidewalk, contractors bidding for such work may also at the same time give a separate bid for the curb, which shall be subject to the approval of the Street Committee, before any construction work is begun.
It shall be the duty and obligation of all property owners in the Town of Dover to install curbs and to pave the sidewalks from the curb to the building line in accordance with the specifications contained in this article.
Where sidewalks are constructed by the Town with funds from other sources, there shall be no financial obligation on the part of the property owner.

It shall be required as a condition for the issuance of a building permit for any new construction (not including renovations), whether residential, commercial or industrial, that sidewalks and curbs be installed along the frontage of any public street upon which the lot or parcel to be built upon has frontage, in accordance with the terms and specifications for sidewalks and curbs as established by this article. No certificate of occupancy shall be issued until the sidewalks and curbs have been properly installed.

The Mayor and Board of Aldermen, upon recommendation of the Town Engineer, may grant an exception to the requirement of installing sidewalks where there are no existing sidewalks on abutting property to the property upon which new construction will take place.
