The Township of Franklin hereby authorizes the entry into a joint services
agreement with the Township of Kingwood and the Township of Delaware for limited,
joint road maintenance and construction purposes as deemed appropriate and
beneficial by the Management Committee to be established thereunder. This
agreement is authorized and governed by N.J.S.A. 40:48B-1 et seq. and shall
be subject to approval by resolution of the governing bodies of each Township
prior to its execution by the Mayor and Clerk of the Township of Franklin.
This article shall take effect immediately after final passage and publication
in accordance with the laws of the State of New Jersey but will remain inoperative
until the adoption of a reciprocal ordinance by the Township of Kingwood and
the Township of Delaware providing substantially the same terms and conditions
set forth in this article. In addition, no joint agreement shall be effective
unless and until signed by the Mayors of the Township of Franklin, the Township
of Kingwood and the Township of Delaware pursuant to the applicable state
statutes.
