The purpose of this chapter is to establish uniform personnel policies and procedures in order to promote the uniform implementation of personnel matters and to codify the Township's compliance with all applicable state and federal regulations.
The Township does hereby authorize the adoption of the Franklin Township Employee Policy and Procedures Manual ("the Manual").[1]

The policies and procedures set forth in the Manual shall be applicable to all matters and all employees unless otherwise specifically set forth in a collective bargaining agreement.
The Manual is intended at all times to comply with the minimum standards promulgated by any state or federal law or regulation. In the event of any express conflict the minimum standards shall apply.
The Township Committee shall from time to time designated from among its members the Personnel Subcommittee. The Subcommittee shall be responsible for implementing and enforcing the provisions of the Manual.
Every policy, practice or procedure shall be reduced to writing and adopted by the Township Committee. No official or employee of the Township is authorized to enter into any agreement contrary to the adopted policies and procedures.
Nothing contained herein or in the Manual is a promise of any kind, a contract of employment (whether express or implied), or a contract or agreement for a definite or specific term of employment. Nothing herein or the Manual limits or restricts any right of the Township to terminate the employment of any individual at any time, with or without cause, and whether or not the Township has complied with applicable procedures.
