The Township Committee shall appoint all officers and employees of the Police Department.
The members of the Police Department as presently constituted are hereby continued in their respective offices or positions; and the salaries established by the Salary Ordinance[1] now in effect shall prevail; and nothing contained in this article shall be considered as affecting the status, rank, tenure or any rights heretofore acquired by any member of the existing Department, except as otherwise expressly stated herein.

No person shall be appointed a member of the Police Department unless he possesses the requisite qualifications prescribed by the applicable statutes of New Jersey and unless such person:
A. 
Is a citizen of the United States and the State of New Jersey.
B. 
Is sound of body and mind and of good health sufficient to satisfy the requirements of the public employees' retirement system or the state police and firemen's retirement system of New Jersey, as the case may be.

C. 
Is able to read, write and speak the English language well and intelligently.
D. 
Is of good moral character.
E. 
Is not less than 21 years of age nor more than 35 years of age.
F. 
Is physically and mentally sound and emotionally stable and possesses the necessary ability to understand and obey orders and to perform the duties required of a member of the Police Department to the satisfaction of the Township Committee.
G. 
Has served as a probationary patrolman for one year or any extension thereof as prescribed by ordinance.
H. 
Has not been convicted of any criminal offense involving moral turpitude.

Except as specifically provided otherwise in this chapter, no person shall be appointed to the Police Department unless:
A. 
A written application is filed, with supporting documents as requested, on the form prescribed by the Township Committee.
B. 
Such person is qualified by passing the required admission tests and written certification of same is supplied.
C. 
Such person has submitted to and passed a medical, psychological and physical examination conducted by a physician approved by the governing body within seven days prior to the appointment date, and also if so requested, satisfactorily submitted to a screening psychiatric examination prior to receiving appointment to the Police Department.
D. 
All other minimum requirements enumerated in this chapter have been met.
No applicant shall be considered for appointment to the Police Department who:
A. 
Lacks the established qualification requirements for the position for which he has applied or been tested.
B. 
Is physically, mentally or emotionally unfit to perform effectively the duties of the position in which he seeks employment.
C. 
Is addicted to the habitual use of drugs or intoxicating liquors.
D. 
Has been convicted of any indictable offense or has been convicted of any crime or offense involving moral turpitude.
E. 
Has been dismissed from any governmental service.
F. 
Has made false statements of a material fact or practiced or attempted to practice any deception or fraud in his application, in his test or in securing his eligibility or appointment.
Every person appointed to the Police Department shall, as a prerequisite to becoming a member thereof and before entering upon the duties as such, take and subscribe to an oath or affirmation as may be required and prescribed by the laws of the State of New Jersey.
All active members of the Police Department, on attaining the age of 65 years, shall retire from service.
