No person shall detain or fail to return any book or article borrowed from the Glen Rock Public Library, or from any other library with which the Glen Rock Public Library has cooperative borrowing arrangements, contrary to the rules and regulations of said public library after 30 days have elapsed from the date of posting by certified mail, return receipt requested, of a notice demanding return thereof addressed to said person at the last address furnished to the library. When a children's card has been used, the notice shall be addressed to the parents of the minor involved.
No person shall willfully or maliciously cut, tear, deface, disfigure, damage or destroy any book or other article or any part thereof which is borrowed from, owned by or is in the custody of such library.
No person shall remove any book or other article from said library without complying with the rules, regulations and procedures of the library for borrowing such item.
No person with intent to defraud shall register or furnish a false name or address or use any card other than the one issued to said person for the purpose of borrowing any book or article from said library.
Any person who violates or refuses to comply with the regulations and provisions of this chapter shall, upon conviction thereof, be subject to a fine not to exceed $1,000, imprisonment for a term not exceeding 90 days or a period of community service not exceeding 90 days, or any combination thereof.
