A. 
Pursuant to the authority of Article 25A, § 5(AA), of the Annotated Code of Maryland, the Wicomico County Council hereby establishes the Compensation and Allowance Commission for Wicomico County.
B. 
The Compensation and Allowance Commission for Wicomico County shall consist of 11 members, one of whom shall be designated as Chairman. The members shall be appointed to the Compensation and Allowance Commission no later than six months prior to the date required for the submission of the Commission's recommendation as set forth in § 18-2 of this chapter.

"WHEREAS, the General Assembly of Maryland has enacted Senate Bill 1000, amending Article 25A, Section 5 of the Maryland Code permitting the Chartered Counties of Maryland to establish a commission with authority to recommend compensation and allowance to be paid to members of various county councils; and
"WHEREAS said Commission must report to the County Council within fifteen (15) days after the beginning of the fourth year of the term of said Council; and
"WHEREAS the County Council of Wicomico County, in compliance with said state authorization, desires to appoint said Commission, establish its responsibilities and fix the time within which it shall complete its study.
"Section 1. BE IT ENACTED BY THE COUNTY COUNCIL OF WICOMICO COUNTY OF MARYLAND, in executive session that the following ordinance be adopted to read as follows:..."

The Commission, pursuant to the Charter of Wicomico County and Article 25A, § 5(AA), of the Annotated Code of Maryland, 1957 Edition, as amended, shall study compensation and allowances paid to the County Executive and the members of the County Council of Wicomico County, Maryland. It shall submit to the County Council its recommendation for compensation and allowances within 15 days after the beginning of the fourth year of the term of each Council. The Commission may recommend an increase or decrease in the compensation and allowances paid to the County Executive and the members of the Wicomico County Council, but in no event shall said compensation or allowances be less than provided in the Charter of Wicomico County. Upon receiving the recommendation made by resolution of the Compensation and Allowance Commission for Wicomico County, the County Council may reduce or reject the Commission’s recommendations, but it shall not increase any item recommended in the resolution. The recommendations contained in the resolution shall become effective upon the adoption by the County Council of an ordinance encompassing the recommendations, but the salaries and allowances specified at the time the Council or County Executive takes office shall not change for that period during which the Council or County Executive was elected. The ordinance making any change in the salary and allowances paid to members of the County Council or County Executive shall be ordained prior to the election for the members of the next succeeding Council and take effect only for the members of the next succeeding Council or next succeeding County Executive.

Commencing with the installation of the County Council elected at the general election in November of 2022, compensation to be paid to the members of the Wicomico County Council will be $21,000 a year to each member of the Council; $23,000 to the Vice President of the Council while serving in that capacity; and $25,000 a year to the President of said Council while serving in that capacity. In addition to the above compensation, each member shall receive allowances for traveling and any other necessary expenses actually incurred in the exercise of his official duties. Such allowances for traveling and any other necessary expenses incurred by the members of the Wicomico County Council in the exercise of their official duties shall be provided for in the annual operating budget of Wicomico County.
