Editor's Note: N.J.S.A. 40:67-1 authorizes municipalities to provide, by ordinance, for a system of numbering buildings and lots, either at the expense of the owner or of the municipality.
The owner, occupant, tenant or agent of every building along the streets in the Borough shall display an assigned number on or in front of such building as to be plainly visible from the center of the abutting street. The numerals of said number shall be at least three (3) inches in height.
The numbers referred to in section § 110-2 shall be ascertained by the owner, occupant, tenant or agent thereof from the current assessment map on file in the office of the Clerk of the Borough. Said number shall also correspond with the number assigned on said assessment map.
In cases where the property owner shall have failed to ascertain and affix upon any building the number or numbers applicable to said building as provided in §§ 110-2 and 110-3, the Borough Engineer shall serve a notice upon the owner, by personal service or by registered or certified mail addressed to his or her last known address, to affix the required number within three (3) days after receipt of said notice. In cases where the owner shall have failed or refused to affix said required number within the time provided in the notice, the Borough Engineer shall cause to be affixed to said building the number or numbers applicable to the same. The Borough Engineer shall certify the cost thereof to the Council. Upon receipt of the certificate, the Council shall examine the same and, if found correct, shall cause such cost to be charged to the owner or owners of the lands upon which said building is situated. The amount so charged shall thereupon become a lien and tax upon such lands and shall be added to and become part of the taxes next to be levied and assessed upon such lands. Said amount shall bear interest at the same rate and shall be collected and enforced by the same officers and in the same manner as taxes.
