There shall be a Department of Recreation, Senior and Veteran Services, the head of which shall be the Director. Prior to this appointment, the Director shall have had experience of a responsible nature in recreational administration.
The Department of Recreation, Senior and Veteran Services shall:
A. 
Administer and operate municipal playgrounds and play fields and facilities for indoor and outdoor sports, athletics and recreational programs and activities for children and adults.
B. 
Sponsor and administer cultural and recreational programs and activities in cooperation with other public and private agencies and organizations, as recommended by the Recreational Advisory Committee.
C. 
Coordinate senior citizen activities, programs, trips and transportation programs in coordination with the senior citizen organizations, coordinate senior citizen health programs with the Department of Health and Welfare.
D. 
Coordinate programs and observances for veterans with the various veterans and cultural organizations.
E. 
Be responsible for the maintenance and operation of senior citizen centers.

A. 
The Department of Recreation, Senior and Veteran Services, with the approval of the Mayor and Business Administrator, may adopt suitable rules and regulations for the safety and conduct of persons using recreational facilities and for the preservation of public peace and order at public events and any person who shall violate any such rule or regulation shall be punishable as provided by Chapter 1, Article II, General Penalty. The Department may charge and collect for the use of the Township a reasonable fee for admission to or use of facilities, programs or activities provided under this article when specifically authorized by resolution of the Council.

A. 
Committee established; membership. Within the Department of Recreation, Senior and Veteran Services, there shall be a Recreation Advisory Committee consisting of 12 members to be appointed by the Mayor with the advice and consent of the Council. Each member shall serve for a term of three years, except that of those first appointed four shall be appointed for terms of three years, four for terms of two years and three for terms of one year. Vacancies shall be filled for the unexpired term only. Members shall serve without compensation.
B. 
Powers and duties. The Committee shall advise and assist the Department in the planning and development of public recreational programs, areas and facilities; and it shall promote the optimum coordination of public and other recreational facilities within the Township.
