A. 
The Lake Hopatcong Region Sewer Advisory Board shall consist of seven members, at least three of whom shall be appointed from the Lake Hopatcong Watershed Section of the Musconetcong River Drainage Basin as identified by the Township Wastewater Management Plan. One member shall be from the Township Utility Advisory Board, and one member from the Environmental Commission. Other members may be residents of the Township of Jefferson who do not reside within the district.
B. 
Two members shall have an initial appointment for one year; two members shall have an initial appointment for two years; and three members shall have an initial appointment for three years. After the initial appointment all appointments shall be for three years or until the Board is disbanded.
C. 
The Board shall also consist of one Council member who shall be nonvoting; and either the Mayor or the Township Administrator, who shall be nonvoting; and the Director of Utilities who shall also be a nonvoting member.
D. 
All citizen members shall be appointed by the Township Council, including the appointment from the Environmental Commission. The appointment from the Utility Advisory Board shall be made by it.
It shall be the duty of the Advisory Board to advise the Township Council and administration on the feasibility and the method of sewering the Lake Hopatcong Watershed Section of the Musconetcong River Drainage Basin within the Township of Jefferson, as described in the Wastewater Management Plan. The Board may consult with the Township Engineer and any consultants necessary hired by the Township.
The Board shall meet as it deems necessary and shall file semiannual reports with the Mayor and Township Council. The Board may file more frequent reports as may be deemed necessary by the Board.
