Any household located in the Township of Jefferson wherein there are kept or harbored more than seven animals, whether dogs or cats, subject to licensing pursuant to Chapter 146 and not being an animal care facility as defined in Article I of Chapter 146.

Every owner, tenant, or principal occupier of a pet collective, as defined herein, shall be required to register with the Jefferson Township Department of Health on an appropriate form. Each pet collective shall pay an annual fee of $25 in addition to any licensing fees as required by this chapter. The pet collective shall be subject to a minimum of one inspection per year by the Jefferson Township Department of Health and may be cited for any health violations or violations of Chapter 146.
A. 
First offense: Persons failing to register as a pet collective when they shall be required to do so pursuant to the provisions of this article shall first be given a written warning, which warning shall be filed by the Township and shall be required to register as a pet collective within 10 days of said written warning.
B. 
Second offense: The penalty shall be $500 for a second offense.

C. 
Subsequent offenses: Any subsequent violations of this article shall be punishable by the imposition of a fine of $1,000 per offense.
