It shall be unlawful for any person to own, keep or harbor any dogs within the Borough of Longport without first obtaining from the proper official a license therefor and paying the fee hereinafter provided for.
Every dog thus licensed shall wear at all times a license tag, to be furnished by the proper Borough official, attached to its collar.

Every license issued hereunder shall expire on the last day of January in each year following the date of its issue. All licenses shall be renewable annually on or before their expiration date.

Every person applying for a license hereunder shall pay to the proper officials for use of the Borough the sum of $7 for each dog to be licensed, which sum shall include a tag fee of $1.20 payable to the state; provided, however, that no license shall be issued by said official unless the applicant for such license shall present to said official satisfactory evidence showing that the dog for which the license is so sought has, within 24 months prior to the commencement date of the license applied for, been inoculated with an antirabic vaccine; satisfactory evidence may be submitted by a certificate of a licensed veterinarian of the State of New Jersey or such other evidence as may be established by order of the Board of Health of the Borough of Longport.

A new license tag shall be furnished by the Borough official for each year.

Summer rule: Commencing on, and to include May 1, and continuing to and including September 30, dogs are permitted on Longport beaches fronting the Atlantic Ocean from 6:30 a.m. to 8:30 a.m. and from 7:00 p.m. until 8:30 p.m., provided that the dog is securely fastened to a leash and accompanied by and under control of some person.

Winter rule: Commencing October 1 and continuing through April 30, dogs are permitted on Longport beaches, provided that the dog is securely fastened to a leash and accompanied by and under control of some person.
No person owning or in charge of any dog shall cause or allow such dog to soil, defile, defecate on or commit any nuisance on any common thoroughfare, sidewalk, passageway, bypath, play area, park or any place where people congregate or walk, or upon any public property whatsoever, or upon any private property without the permission of the owner of said property.
Any person owning or in charge of any dog which soils, defiles, defecates on or commits any nuisance on any common thoroughfare, sidewalk, passageway, bypath, play area, park or any place where people congregate or walk, or upon any public property whatsoever, or upon any private property without the permission of the owner of said property shall immediately remove all feces deposited by any such dog by any sanitary method approved by the local health authority.
The feces removed from the aforementioned designated areas shall be disposed of by the person owning or in charge of any such dog in accordance with the provisions of this article.

Blind persons who may use dogs as guides shall be exempt from all except statutory provisions.
It shall be unlawful for any dog, whether licensed or not, to run at large in the Borough of Longport. A dog shall be deemed to be running at large when off the premises of its owner or of the person keeping or harboring such dog and not on a leash or the like, the overall length of which, including the hand grip, shall not exceed six feet, held by its owner or other person able to control such dog.

Sanitary methods for removing all feces approved by the local health authority are mechanical devices such as pooch scoops, small shovels, etc. All feces removed by the person owning, harboring, keeping or in charge of any such dog shall be disposed of in a sealed nonabsorbent, leakproof container.
The Chief of Police of the Borough of Longport is hereby designated as the proper official of the Borough to issue dog licenses under this article.

Any person who violates the provisions of this article or the rules and regulations of the State Department of Health shall be subject to a fine of not more than $500 or imprisonment for a term not to exceed 10 days, or both.
