The warrant for the payment of salaries of officers and employees of the Borough of Middlesex shall be drawn and signed and all payments and disbursements for such salaries shall be made in the following manner: A payroll shall be made up in duplicate by the Borough Clerk, showing the name and position of each officer and employee of the exact sum due him for salary. The original payroll shall be certified as correct by the Borough Clerk and delivered to the Borough Treasurer. The Borough Clerk shall also thereupon draw a warrant for the total amount of the payroll so delivered, which warrant shall be signed by the Mayor, the Borough Clerk and the Borough Treasurer, and delivered to the Borough Treasurer. The Borough Treasurer shall thereupon draw the payroll check to the order of each person mentioned upon such payroll for the exact amount thereon stated to be due to him, which check shall be signed by the Treasurer, who shall thereupon deliver such checks to the Borough Clerk who shall deliver each check to the officer and employee entitled to same. The Clerk shall, within 48 hours after the receipt of checks, file with the Treasurer all undelivered checks.

A. 
All full-time salaried employees of the Borough of Middlesex shall be entitled to an automatic service increment of 2% immediately upon reaching five consecutive years of employment with the Borough of Middlesex and an additional service increment of 2% per each five-consecutive-year period of employment thereafter, except that there shall be a limit of maximum increase of 8% on longevity increases. Those full-time Borough employees who are now receiving more than 8% in longevity increase shall be allowed to continue to receive the longevity increase they are now receiving but shall be frozen at their respective increase percentage rate.
B. 
With respect to police employees, the aforesaid service increment or increments shall be added to an employee's annual yearly salary to be paid on a pro rata basis over the course of the year at the time of each regular payroll period. With respect to all other employees, the above-set-forth increment and increments should be added to the annual yearly salary to be paid at the time of the first payroll of December.

C. 
Extra or part-time salaried employees now or heretofore employed by the Borough of Middlesex shall not be eligible for this aforesaid service increment or increments.
A. 
Any interruption of service due to a cause beyond the control of any employee, such as military service, injury in the line of duty or illness shall be considered as service for the Borough of Middlesex for the purpose of determining the completion of said cumulative period of five consecutive years of service of the employee.
B. 
All periods of employment shall be computed from January 1 of the year of appointment or employment, unless the date of said appointment took place on or after July 1, in which case said period of employment shall be computed from January 1 of the year following said appointment or employment. The payment of the above-defined additional remuneration shall be made retroactive to January 1 of each given year.
