The Borough-owned and -operated landfill site located directly off Mountain Avenue is hereby restricted to permit dumping of garbage and debris by Borough-owned vehicles only.
Dumping of garbage and debris in any other area of the Borough is not permitted unless special permission is granted by the Mayor and Council.
Any person convicted of a violation of the provisions of this chapter shall be liable to imprisonment for a term not exceeding 90 days, or to a fine not exceeding $200, or both, in the discretion of the Municipal Court Judge.

This governing body does hereby determine that the former landfill site[1] be protected from being used as a residential or commercial property and that the site be reserved for and used only for both active and passive recreational uses and parking requirements associated therewith.
