A. 
There shall be an item at each regular or special meeting of the governing body of the Borough of Hasbrouck Heights entitled "consent agenda," which shall consist of a resolution or resolutions of a routine and noncontroversial nature not requiring discussion by the Council. The title or substance of each resolution to be placed upon the consent agenda shall be furnished to each member of the governing body at least 48 hours prior to the meeting upon which action shall be had as to such resolution or resolutions. If necessary or requested by any member of the governing body at the meeting, a resolution or resolutions may be removed from the consent agenda and subjected to a formal vote by the Council. No resolution placed on the consent agenda will be discussed separately at the meeting unless brought up by a member of the public at the appropriate public portion of the meeting. At the meeting, the Clerk shall read the consent agenda by title of each resolution only. The Council will adopt the resolution placed on the consent agenda by a majority vote on a resolution to adopt all items on the consent agenda.
B. 
The Borough Clerk shall be authorized to enter into the official Council minutes the substance of each and every consent agenda resolution as though the same were fully read and discussed at the Council meeting.
