The Mayor, subject to the confirmation of the Borough Council, may from time to time appoint a civilian dispatcher or a senior civilian dispatcher upon the recommendation of the Police Committee in such number as may then be deemed necessary. Each such appointee shall possess those qualifications as shall be thereafter specified by the Police Committee and as may be required by state or county regulation for the continued operation and certification of the Borough's communication system. Each dispatcher shall serve for a term not to exceed one year.
Said dispatchers and senior dispatchers shall not be members of the Police Department. They shall serve in the capacity of civilian communications operators for the Police Department and as civilian employees of the Borough of Hasbrouck Heights. Once assigned to their position, they shall be, however, under the immediate day-to-day command and direction of the Chief of Police, his designee or his substitute.
Said dispatcher and senior dispatcher shall receive such compensation as herein determined by the governing body.
