No person shall construct any fence except in accordance with the terms of this chapter.

No fence shall be constructed of any material other than new building material, and all fences shall be constructed so as to have a fully finished side facing the street or facing any adjacent property.
Any fence greater in height than 30 inches shall be permanently supported with adequate braces implanted in not less than eight inches of concrete or stone base.

No fence greater in height than 30 inches shall be constructed without there first having been obtained from the Building Inspector a building permit therefor. The Building Inspector shall charge a fee as provided in Chapter 119, Construction Codes, Uniform, for such building permit. Such fence shall be fully completed within 30 days of the date of the issuance of the permit. Upon the satisfactory completion thereof, in accordance with the terms of this chapter, the Building Inspector shall issue to the owner thereof, after inspection, a certificate of completion.[1]
