It shall be unlawful for any person, firm or corporation to dump, discharge, abandon, deposit or store upon any premises within this Borough any rubbish, trash, garbage, refuse, offal, litter, debris, junk, scrap or waste material in any manner other than the manner prescribed in the various ordinances of this Borough governing the manner in which such materials shall be deposited for the purposes of collection and disposal of the same.
It shall be unlawful for any person, firm or corporation to permit the dumping, discharging, abandonment, depositing or storage of any rubbish, trash, garbage, refuse, offal, litter, debris, junk, scrap or waste material upon any premises owned or controlled by such person, firm or corporation in any manner other than the manner prescribed in the various ordinances of this Borough governing the manner in which such materials shall be deposited for the purposes of collection and disposal of the same.

Any person, firm or corporation who shall violate any provision of this article shall, upon conviction thereof, be subject to such penalties as are provided in Chapter 204 of this Code. In the event that the Borough is required to undertake remedial action in regard to the disposition of materials unlawfully deposited hereunder, the Superintendent of Public Works shall certify to the court the cost to the municipality of such remedial action, and the court shall, in imposing its sentence, take into consideration such costs. Each day that a violation of this article continues after due notice of such violation has been given shall be deemed a separate offense.
