Within the limits of the Borough of Hasbrouck Heights, no person, firm or corporation shall conduct or carry on the business of a coin-operated dry-cleaning establishment or a coin-operated laundry, commonly known as a "laundromat," or work in, occupy or, directly or indirectly, in any manner whatsoever, utilize any place or premises in which is conducted or carried on such dry-cleaning establishment or laundromat unless and until there shall be granted by the Mayor and Council, in accordance with the terms of this chapter, and shall be in force and effect a license to conduct said business for the place and premises in or at which said business shall be conducted and carried on.

Said license shall be applied for by written application filed with the Borough Clerk. Such application shall set forth the full name and address of the applicant, the location of the place and premises in or at which the business is to be conducted, the number and kind of machines to be operated, together with the plans and specifications for such machine or machines and the plans and specifications for the installation thereof.
Each and every premises licensed hereunder shall be closed for all business and for any and all purposes from 12:00 midnight to 6:00 a.m. in each day of the week, unless there shall be in attendance an employee of the license holder at all times that any such licensed premises shall be open for business during the restricted hours of 12:00 midnight to 6:00 a.m.
Such licensed place or premises shall at all times comply with all proper police, fire and health regulations imposed by law, and said business and place and premises where conducted shall be subject to reasonable inspection by the police, fire and health authorities of the Borough.

There shall be charged and collected for said license an annual fee as set forth in Chapter 133, Fees. Said license shall expire on January of each year, and said license fee shall be payable in advance for each year or part thereof. The Mayor and Council may, after notice and public hearing, revoke any such license for any violation of any of the terms or provisions of this chapter.[1]
