Scope. The provisions of this article shall govern
the minimum conditions for maintenance of open and/or vacant areas.
Premises shall comply with the conditions herein prescribed insofar
as they are applicable.

Responsibility. The owner of the premises shall maintain
such structures and premises in compliance with these requirements.
A person shall not occupy as owner-occupant or let to another for
occupancy or use premises which do not comply with the following requirements
of this article.
A.Â
Sidewalks, driveways and paved areas. All sidewalks,
steps, driveways, loading areas, parking spaces and similar paved
areas for public use shall be maintained in a proper state of repair
and free of all debris so as not to constitute a danger to public
health and safety.

Vacant structures and land. All vacant structures
and premises thereof or vacant land shall be maintained in a clean,
safe, secure and sanitary condition so as not to cause a blighting
problem or adversely affect the public health or safety.

Landscaping. Premises with landscaping and lawns,
hedges and bushes shall be kept trimmed and from becoming overgrown
and unsightly where exposed to public view and where the same constitutes
a blighting factor or creates a fire hazard or a danger to public
health and safety.

Runoff drains. All premises shall be maintained so
as to provide adequate runoff drains to eliminate any recurrent or
excessive accumulation of stormwater.

Holes and excavations. All premises shall be maintained
so as to eliminate, abate, fill or repair holes, excavations, breaks,
projections, obstructions, icy conditions, uncleared snow and excretion
of pets and other animals on paths, walks, driveways, parking lots
and parking areas and other parts of the premises which are accessible
to and used by persons on the premises and which constitute a hazard
to public health and safety.
