Effective April 1, 2006, and continuing thereafter unless and until modified by subsequent ordinance, the rates and fees for use of County recreational and park facilities shall be as set forth in this chapter.
Unless otherwise stated, no refunds or readmissions will be made at facilities. This applies to inclement weather. If a facility or mechanical failure should occur that would cause closing of a facility/program/event for the balance of that session/program, then readmission tickets would be issued.
Any check that was received and is returned for insufficient funds will result in an additional charge of $30.
A fifty-percent fee reduction for rental of park facilities is offered to nonprofit organizations providing satisfactory 501(c)3 tax-exempt documentation and/or IRS nonprofit documentation. The Director of the Parks Department may, at his discretion and upon furnishing reasonable advance notice to the Allegheny County Council, establish temporary promotional discount rates from time to time, as appropriate.

A. 
No later than February 1, 2009, and each February 1 thereafter, the Director of Parks shall forward an application for inclusion in the Volunteer Firefighters Park Pass Program to each volunteer fire company and volunteer EMT company located within Allegheny County. Any volunteer fire or EMT company may participate in the program upon averring that its firefighters and/or EMTs are unpaid and upon providing a completed application to the Parks Department on or before March 1 of each year. The Parks Department shall permit filing of such application via the County’s website or by e-mail at no charge. The application shall include, at a minimum, a listing of each firefighter’s and/or EMT’s name and address, together with an indication of whether each firefighter and/or EMT listed is an active or inactive member of the fire company. Upon receipt of the completed application, the Parks Department shall provide the applicant fire and EMT company with passes issued in the name of each active volunteer firefighter or EMT. Upon presentation, these passes shall entitle the named firefighter or EMT to free admission to County-owned swimming pools and ice skating rinks, as well as free ski lift tickets at the Boyce Park ski slopes.

B. 
In addition, each volunteer fire and/or EMT company shall be granted one discount of up to $50 toward the rental of any picnic grove in any County park each year, subject to grove availability, for the sole purpose of a volunteer fire or EMT company event.
C. 
The privileges conferred by this section are not transferrable, and may not be extended to anyone other than the individual volunteer firefighter or EMT named on the pass issued by the Parks Department. Nothing in this section shall be construed to alter the applicability of any parks regulations or of any fees not specifically named herein.

Any municipality, community development group, employees' group or association, or community-oriented association shall, subject to the approval of the Allegheny County Parks Department, be permitted to establish a community-themed day at one of the County parks. Once established, a community-themed day shall remain in force on the same date(s) in successive years until terminated in writing by the community group that established it or until terminated by the Director of the Allegheny County Parks Department. Members of the entity or residents of the community establishing a given community day shall be eligible for the existing group discount rates as otherwise provided for within this chapter on that community day, including, but not limited to, group discounts available at County pools, ski slopes and skating rinks. Participation guidelines, identification requirements for participants, application procedures, and all other administrative policies and procedures shall be promulgated by the Director of the Allegheny County Parks Department no later than June 30, 2010.

The Department of Parks is empowered to collect an additional contribution of no less than $1 from each individual, group, or other entity renting or paying a fee for using any of the park facilities delineated in this chapter, to be deposited into a special account for that park, provided:
A. 
Payment of such additional contribution is entirely voluntary, and no preference of any kind is granted to any individual, group or other entity based upon whether such contribution was made; and
B. 
Such additional contributions are used solely for the improvement and/or maintenance of existing park facilities, including but not limited to groves, playground equipment, pavilions, buildings or other structures, paved thoroughfares, riding trails, skating rinks and ski slopes.

The Department of Parks is empowered to do the following:
A. 
Establish a nonresident rate comprised of an increase of 25% to the current fees for use of recreational and park facilities, including buildings and shelters, rounded to the nearest dollar amount.
B. 
Accept monetary donations for the County generally and during special events, including the Summer Concert Series held in the County parks.
C. 
Prepare a vendor list comprised of approved companies who may provide pony rides, inflatable devices, and other such services to permit holders within the County parks. Such approval will be contingent upon, but not limited to, proof of proper insurance. An annual fee of $25 will be required for placement on the vendor list.
D. 
Add a fee of $10 to the permit for each of the following requests: use of tents, inflatable devices, pony rides, DJs, petting zoos, and pig roasts within the County parks.
E. 
Authorize the Director of Parks to, at his or her discretion, permit use of park facilities free of charge by Girl and Boy Scout Troops, limited to weekdays and upon availability.
