The Town Council shall be the issuing authority for all alcoholic licenses, issued pursuant to MGL c. 138, subject to the exception contained in § 110-2.
The Town Administrator shall be the issuing authority for all
nonalcoholic beverage licenses and permits as well as for special
(one day) all-alcoholic beverage and beer and wine licenses issued
pursuant to MGL c. 38, § 14.
