No person shall practice massage, or conduct an establishment for the giving of vapor baths for hire or reward, or advertise or hold himself or herself out as being engaged in the business of massage or the giving of said baths without first receiving a license from the Board of Health.
Each applicant for a license to practice massage or to conduct an establishment for the giving of vapor baths, shall be 21 years or older, a citizen of the United States, of good moral character.
Each applicant shall file with the Board of Health an application form approved by the Board of Health.
A. 
A written statement of at least three persons that the applicant is of good moral character.
B. 
A certificate from a physician stating the applicant and/or employees have been examined and found to be free of any contagious or communicable disease.
A. 
The owner or operator shall provide separate facilities for each sex or schedule separate times of operation for each sex.
B. 
No establishment or school of massage will remain open after 10:00 p.m.
C. 
No person shall use his/her place of business for housing.
D. 
No pets allowed.
E. 
All areas to be of ample size and well lit, well ventilated and constructed so that good sanitation can be maintained at all times.
F. 
Walls, ceilings and floors must be of noncorrosive and nonabsorbent material.
G. 
An adequate supply of hot water and cold running water must be available during hours of operation.
H. 
Individual soap and towels must be available for each person's use.
I. 
Every practitioner of massage must thoroughly cleanse his or her hands by washing immediately before serving a patron.
J. 
All robes, body covers, sheets, blankets, pillowcases, towels, tables covers, and the like, which come in contact with bodies of patrons, shall be laundered and sanitized after being used.
K. 
Disposable items may be used upon the approval of the Board of Health.
L. 
All practitioners shall be so attired as to minimize exposure of their body surfaces to potential transmission of disease to patrons and potential reverse transmission of disease to practitioner.
M. 
Notice shall be sent forthwith to the Board of Health by the operator of any infectious, contagious, or communicable disease occurring amongst any persons associated therewith.
N. 
No practitioner of massage may diagnose or treat classified diseases, practice spine or joint manipulation or practice medicine, drugs, special diets or nutritional practices.
O. 
No person shall open and operate an establishment or school of massage without being a duly licensed practitioner of massage or designating a specific licensed practitioner of massage as being in constant, direct and personal supervision of the establishment.
The Board of Health may suspend or revoke any license to practice massage or to give vapor baths, granted by it, for such cause as it deems sufficient and without a hearing.
