If any vehicle found upon any street or highway
in violation of any provisions of this Article or its location is
deemed to be a hazard to the flow of traffic of such street or highway,
it shall be moved under the direction of a police officer, and the
person in whose name such vehicle is registered shall be held prima
facie responsible for such a violation.
Any person violating any provisions of any rule,
regulation or order regulating the parking of motor vehicles made
by anybody authorized to make the same shall be dealt with as provided
in MGL C. 90, § 20A, and any person violating any of the
rules and regulations applicable to state highways made by the Department
of Public Works of the Commonwealth of Massachusetts under authority
of MGL C. 85, § 2, shall be subject to the penalty provided
in such rules and regulations (state law reference: authority to establish
penalty for violation of bylaws regulating traffic, MGL C. 40, § 22).
