Code of the Village of Carthage]

Except as otherwise provided in this chapter, no person, firm or corporation
shall throw, drop, place, push or deposit or shall cause to be thrown, dropped,
placed, pushed or deposited any snow, ice, rubbish or other objects, substance
or material in or upon any avenue, street, sidewalk, highway or public lot,
parking lot or public park or area within the Village of Carthage.
