the Village of Carthage]
Every vehicle transporting garbage, loose papers, tin cans, ashes or
other refuse upon or operating over the streets of the Village shall be fitted
and provided with a tarpaulin or other substantial covering, and, in addition
thereto, every such vehicle shall be equipped with a tailgate.
It shall be the duty of every driver of any such vehicle as above described
to prevent the scattering of refuse or other foreign material or the contents
of any such vehicle upon the streets in the Village.
It shall be unlawful for any person to scatter or dispose of rubbish
or waste material upon the streets of the Village.
