A. 
The words and phrases used in this chapter shall, for the purposes of this chapter, have the meanings respectively ascribed to them by Article I of the Vehicle and Traffic Law of the State of New York.
B. 
Interpretation.
(1) 
Official time standard. Whenever certain hours are named herein or on traffic control devices, they shall mean the time standard which is in current use in this state.
(2) 
Measurements. Any linear measurements specified for various orders, rules and/or regulations contained in or adopted and/or issued pursuant to this chapter shall be deemed to be approximate, and such measurements, and the order, rule and/or regulation to which they pertain, shall not be affected or altered in any way by the widening of a street, by the construction of curbs, gutters or sidewalks or by any other action which might tend to obliterate the point from which such measurements were originally made. Unless otherwise indicated, measurements shall be made from the nearest curbline of the street(s) referred to in a location description or, if there is no curbline, from the nearest pavement edge.
The Chief of Police shall install and maintain traffic control devices when and as required under the provisions of this chapter to make effective the provisions of this chapter and may install and maintain such additional traffic control devices as the Village Board may deem necessary to regulate, warn or guide traffic under the Vehicle and Traffic Law of the State of New York, subject to the provisions of §§ 1682 and 1684 of that law.

A. 
Any person committing an offense against any provision of this chapter shall be punishable in accordance with Chapter 5 of the Code, except that the maximum fine for a first offense shall be $50, for a second offense within 18 months thereafter shall be $100 and for a third or subsequent offense within 18 months of the first conviction shall be $250, provided further that a vehicle in violation of the provisions of §§ 135-22 and 135-60 of this chapter may satisfy such violation by the payment of $3 within three days of the posting of a notice on the vehicle, plus $3 for each hour of infraction of overtime parking, up to a total of five hours. The failure of the owner to make such payment to the Police Justice of the Village of Carthage within said three days shall render such owner subject to the penalties otherwise provided.
B. 
A notice shall be attached to any vehicle in violation of the provisions of §§ 135-19, 135-20, 135-21, 135-22, 135-58, 135-59 and 135-60. Such notice shall state that such vehicle has been parked in violation of said Sections and shall instruct the owner of such vehicle to report to the Police Justice of the Village of Carthage in regards to such violation. Each such owner may, within seven days of the time when such notice was attached to the vehicle, pay to the Police Justice of the Village of Carthage the penalty for, and in full satisfaction of such violation an amount equal to $25 provided however, that if such fine is in violation of the accessible parking regulations, such fines shall be $50. If such fine is not paid within seven days of the date of issuance of the ticket, the fine shall be increased to $50 except in the case of accessible parking which shall be increased to $100. Any vehicle parked in a parking space over time more than twice the allowed time shall be subject to removal and storage as provided in Article V of this chapter. Failure of such owner to make payment to the Police Justice in the Village of Carthage within 30 days shall render such owner subject to penalties herein before provided for violations of the provision of § 135-3A.

All prior local laws, ordinances, orders, rules and/or regulations, or parts of such, of this Village regulating traffic and parking are hereby repealed, except that this repeal shall not affect or prevent the prosecution or punishment of any person for any act done or committed in violation of any local law, ordinance, order, rule and/or regulation hereby repealed prior to the taking effect of this chapter.
If any article, section, subsection, paragraph, sentence, clause or provision of this chapter shall be adjudged by any court of competent jurisdiction to be invalid, such adjudication shall not affect, impair or invalidate the remainder thereof but shall be confined in its operation to the article, section, subsection, paragraph, sentence, clause or provision thereof directly involved in the controversy in which such judgment shall have been rendered.
A. 
Except those parts, if any, which are subject to approval under § 1684 of the Vehicle and Traffic Law of the State of New York, this chapter and any orders, rules and/or regulations adopted and/or issued hereunder shall take effect as provided by law.
B. 
Any part or parts of this chapter and any orders, rules and/or regulations adopted and/or issued hereunder which are subject to approval under § 1684 of the Vehicle and Traffic Law of the State of New York shall take effect from and after the day on which approval in writing is received from the New York State Department of Transportation.
