Village-owned facilities in demand for public use include the Village Board meeting room and the recreation facility. Inasmuch as Village-owned facilities were built and are maintained with public funds, the following rules will govern their use by the public:
A. 
Village Board meeting room. The Village Board meeting room shall be open to organizations of the Village and specifically formed ad hoc committees for a specific community purpose, the latter requiring approval by the Village Board. Regularly scheduled Village Board, Planning Board and Zoning Board of Appeals meetings shall have priority over other organizations.
B. 
Recreation facility.
(1) 
No one group may have use of the recreation facility so often that it excludes other groups.
(2) 
Public use of the facility shall not interfere with or take precedence over the Village's own needs of same.
(3) 
Any organization given permission to use the recreation facility, and having need of equipment other than that furnished by the Village, shall be responsible for getting such equipment in and out of, or to and from, the facility. No alterations to the facility will be permitted without Village Board approval.
(4) 
Scheduling the use of the recreation facility is the responsibility of the Recreation Director. The Director shall inspect the building before and after its use by an organization to ascertain that Village-owned furnishings and equipment have been used with care and that the building has been left clean and orderly. Restitution for any damage or loss resulting from an applicant's occupancy must be made promptly.
(5) 
The preservation of order is the responsibility of the applicant.
(6) 
Glass containers are not allowed at the athletic field or in the recreation facility.
(7) 
No alcohol beverages are allowed on the athletic field or in the recreation facility. Upon written request, the Village Board may approve the use and/or sale of alcoholic beverages at certain sponsored events when the sponsor has received prior approval from the NYS Alcohol and Beverage Control Board. However, glass containers will not be allowed.
(8) 
The number of persons admitted for functions must not exceed capacity limits.
(9) 
Advertising for an event or activity scheduled for a Village-owned facility must identify the sponsoring group.
(10) 
No business or individual may use Village-owned facilities for corporate or personal financial gain.
(11) 
No admission fees to events or activities in or at Village-owned facilities may be charged, except for those sponsored by a not-for-profit organization.
(12) 
Sectarian groups may apply for permission to use the recreation facility and athletic field for picnics, outings and worship services.
C. 
Other requests.
(1) 
Requests for use of fire hydrants for "car washes" on Village property will be considered by the Water Treatment Plant Operator only when such requests are made by properly supervised Village of Carthage youth groups, such as Boys Scouts or Girl Scouts, or by Carthage organizations engaged in or raising funds for charitable purposes. Car washes will not be allowed on Village streets. Owners of privately owned hydrants that are hooked up to the Village water supply and used for the purpose of car washes must make a request for the use of water to the Village Board. The Village Board may require that this water be metered and establish a fee for the water used or establish a flat rate fee for this request.
(2) 
Requests for use of Village-owned equipment is not allowed and will not be considered. Village-owned tables and chairs will not be loaned to anyone, including employees.
(3) 
Requests made by the Carthage/Wilna Joint Fire District, in conducting a "controlled" fire will be considered by the Village Board only when the property in question is located in the Village of Carthage and when the burning of same meets all New York State Department of Conservation regulations. All such requests must be presented in writing to the Carthage Village Board for action. The Village Board reserves the right to impose a reasonable fee for complying with any such requests.
(4) 
Requests for Village water in the event of an emergency must be directed to and may be acted upon by the Trustee in charge of the Water Department or, in his or her absence, the Village President. The Village reserves the right to impose a reasonable fee for complying with any such requests.
(5) 
A copy of these rules shall be given to each group, organization or individual receiving permission to use the recreation facility and shall be posted at same.
It shall be unlawful for any person to swim in the waters of the Black River in the areas adjacent to Turning Point Park or any other Village-owned properties along the waterfront of the Black River in the Village of Carthage at any time.
The Village Board may determine that certain Village-owned property, other than real property, is disposable. Such property, if it is deemed to be of value, will be offered for sale through sealed bids or by public auction. Disposable items of no sale value shall not be given to Village officials or employees, or to members of their families.
The Village Board shall request that the Carthage Code Enforcement Officer make an annual inspection of village-owned buildings and facilities and advise the Village Board of any fire hazards detected in such inspection.
It shall be the responsibility of each department head to prepare and maintain an inventory of all village-owned equipment and furnishings. The inventory shall consist of accurate information about each piece of equipment, recorded and numbered on separate cards, the corresponding number affixed to the equipment when feasible. Information shall include the value, acquisition date and locations. A master set of inventory cards shall be maintained in the Village Clerk's office. Monthly inventory sheets (acquisition and disposition) are to be provided to the Village Clerk for adding or deleting items from the inventory. A physical inventory on all items valued at $250 or more shall be taken by each department every year. Department heads required to comply are the Superintendent of Public Works, the Water Treatment Plant Operator, the Wastewater Treatment Plant Operator, the Chief of Police, the Recreation Attendant and the Village Clerk/Treasurer.
A. 
The Village Clerk/Treasurer is in charge of recording the fixed assets of the Village. The purpose of the fixed-assets policy is to establish guidelines for the Clerk/Treasurer to follow in recording the purchase price of assets of the Village of Carthage as to whether they are to be capitalized or expensed.
B. 
All fixed-asset purchases are to be treated as complete units. If a purchase is less than $2,500, it will be expensed. If a purchase exceeds $2,500, it shall be recorded by the Village Clerk/Treasurer as a fixed asset and a file card prepared listing the expenditure and the pertinent information to include the cost.

C. 
This policy shall become effect immediately upon approval of the Carthage Board of Trustees.
A. 
Parking will not be allowed anywhere on the ramp which is in alignment with the overhead doors.
B. 
The area currently used by full-time fire drivers will be reserved for "Official Fire Department Business Only" or for "DPW/Water and Sewer Department Business Only" for a thirty-minute time frame. Stopping to visit a paid fire driver, whether a paid fire driver or a volunteer, or going to the lounge/kitchen areas to conduct business, is not considered "Official Fire Department Business."
C. 
Fire call exceptions: At the time of a fire call, all paid, part-time and volunteer fire personnel will be allowed to park on the ramp, within the fifteen-minute parking spots in front of the Municipal Building, and alongside the edge of both sides of South Mechanic Street without being ticketed, for as long as the fire unit is considered out of service. Also, when individuals are using their own personal vehicles to return fire equipment, they will be allowed to use the ramp to return said fire equipment to the Fire Hall. Upon completion of the return, said vehicle must be moved to a legal parking spot.
