It is the policy of the Carthage Police Department to provide backup assistance to law enforcement officers from another agency who request such backup assistance and to assist citizens outside our jurisdiction in contacting an appropriate agency for emergency request.
The purpose of this resolution is to establish procedures in responding to another jurisdiction with which the Village of Carthage has no intermunicipal agreement.
A. 
Request from law enforcement agencies.
(1) 
Absent an intermunicipal agreement, officers shall not respond outside the limits of the Village of Carthage in a lead role capacity.
(a) 
Exception. In instances where a state of emergency has been declared and where public peace is threatened or life and property may be endangered, the Sheriff of Jefferson County is authorized to order or request police officers to respond to matters outside the Village of Carthage.
(2) 
An officer shall respond as backup in a support mode to a law enforcement officer who is actually in need of assistance. The responding officer should not be the first officer on the scene.
(3) 
The officer responding as backup shall return to the limits of the Village as soon as there is sufficient coverage at a particular scene.
B. 
Responding to requests for assistance from citizens for incidents which occur in another jurisdiction.
(1) 
When a citizen requests nonemergency assistance, he/she shall be directed to contact the appropriate agency.
(2) 
When a citizen requests emergency assistance via phone, the officer or dispatcher shall:
(a) 
Inquire as to name, location, phone number and nature of emergency.
(b) 
Direct the requesting person to hang up and dial 911 unless unsafe to do so.
(c) 
Immediately relay emergency information to the appropriate agency.
(3) 
When a citizen requests emergency assistance at another jurisdiction, in person, the officer shall:
(a) 
Take action to ensure the immediate safety of the requesting citizen.
(b) 
Immediately notify the appropriate agency.
C. 
Officer-initiated contacts.
(1) 
When an officer responds to another jurisdiction for the purpose of contacting persons or continuing a police investigation current in the Village of Carthage, said officer shall request the presence of an officer in that jurisdiction.
D. 
Requests for assistance in another jurisdiction from agencies other than law enforcement (i.e., Fire Departments, EMS).
(1) 
The officer shall not respond but shall advise said agency to contact the Emergency Dispatch Center for referral to the appropriate law enforcement agency.
