When used in this chapter, the following words and terms shall have the meanings indicated, unless otherwise expressly stated:
PLACE or DEPOSIT
Place, cast, scatter, throw, leave, spill, deposit or allow to drip, fall or run upon.
RUBBISH
Any refuse, filth, dirt, waste matter, sweepings, garbage, putrescible matter, decomposable or organic matter, carcass, sewage, excrement, swill, slops, malodorous or obnoxious liquids or substances, compost, ashes, soot, tin cans, leaves, brush, weeds, grass, straw, hay, excelsior, shavings, barrels, crates, boxes, litter, easily combustible matter or other substance or material offensive or dangerous to the public or detrimental to its health.
A. 
No person shall place or deposit rubbish in or upon any public place.
B. 
No person shall throw, dump, deposit or place, or cause to be thrown, dumped, deposited or placed, upon any street, or within the limits of the right-of-way of such street, any refuse, trash, garbage, rubbish, litter or any nauseous or offensive matter.

No person shall place or deposit upon the pavement or sidewalk of any public place any brine, chemical, oil, grease or other liquid or substance which tends to disintegrate or in any way injure such pavement or sidewalk to make the same slippery or otherwise dangerous for pedestrians, horses or vehicles.
No person shall place or deposit or allow to remain in or upon the surface of any public place any glass, china, nails, tacks or other sharp and penetrating materials.
No person shall place or deposit in or upon any public place any part or portion of fruit or vegetable or other substance which when stepped upon is liable to cause or does cause any person to slip and fall.
No person, as the owner or operator or person in charge of any vehicle or receptacle, shall permit any matter being carried therein to be placed or deposited in or upon any public place or to be blown thereon by the wind.
No person shall beat, sweep or dust any carpet, rug or mat in or upon any public place.
Nothing contained in the foregoing sections shall be construed to prohibit:
A. 
The placing of ashes, garbage or rubbish in metallic containers with tightly fitting covers on the outer edge of a sidewalk or near a curb to permit removal of the same by the garbage collector of the City or a licensed scavenger.
B. 
The reasonable use, under conditions of ice and snow, of sand or ashes to prevent slipping, provided that the same is removed when such condition no longer exists.
C. 
The accidental placing or depositing of any rubbish or matter, provided that the same is immediately removed.
No person shall place or deposit in or into any drain, catch basin, sewer or gutter any matter or substance which may cause obstruction or nuisance therein or injury thereto, nor shall any person divert or stop or cause to be diverted or stopped any such drain, catch basin, sewer or gutter.
No person shall throw any rubbish into Black River within the territorial limits of the City.
No person shall fish, bathe or enter or permit any animal under his control to enter or cast any substance in or into the water of any reservoir from which water is supplied to the public, nor shall any person use a boat thereon without authority from the Water Division of the Department of Water, Light and Power.
No person shall take, remove or interfere with any rubbish left for collection by an authorized agency of the City without permission therefor from the person leaving the same or from the City agency responsible for such collection.
