Under authority of Titles III, VI and VII of
the City Charter of the City of Watertown, the following rules and
regulations are hereby promulgated by the City of Watertown pertaining
to the discharge of stormwater, well water, groundwater, cooling water,
unpolluted water, industrial wastewater, sewage or other wastewater
into the City sewer system.
[Amended 4-18-1994]
A.Â
These rules and regulations set forth uniform requirements
for users of the publicly owned treatment works (POTW) for the City
of Watertown and enables the City to comply with all applicable state
and federal laws, including the Clean Water Act (33 U.S.C. § 1251
et seq.) and the General Pretreatment Regulations (40 CFR 403). The
objectives of these rules and regulations are to:
(1)Â
Prevent the introduction of pollutants into the POTW
that will interfere with its operation.
(2)Â
Prevent the introduction of pollutants into the POTW
that will pass through the POTW, inadequately treated, into receiving
waters or otherwise be incompatible with the POTW.
(3)Â
Protect both POTW personnel who may be affected by
wastewater and sludge in the course of their employment and the general
public.
(4)Â
Promote reuse and recycling of industrial wastewater
and sludge from the POTW.
(5)Â
Provide for fees for the equitable distribution of
the cost of operation, maintenance and improvement of the POTW.
(6)Â
Enable the City to comply with its New York State
pollutant discharge elimination system (SPDES) permit conditions,
sludge use and disposal requirements and any other federal or state
laws to which the POTW is subject.
B.Â
These rules and regulations shall apply to all users
of the POTW. The rules and regulations authorize the issuance of wastewater
discharge permits; provide for monitoring, compliance and enforcement
activities; establish administrative review procedures; require user
reporting; and provide for the setting of fees for the equitable distribution
of costs resulting from the program established herein.
[Added 4-18-1994; amended 3-5-2012]
Except as otherwise provided herein, the City Engineer of the City of Watertown shall administer, implement, and enforce the provisions of Parts 1, 2, 3 and 4 of this Chapter 253. Any powers granted to or duties imposed upon the City Engineer may be delegated by the City Engineer to other City personnel.
A.Â
Unless otherwise defined herein, technical terms shall
be as defined in the latest edition of Standards Methods for the Examination
of Water and Wastewater, published by the American Health Association,
the American Water Works Association and the Water Pollution Control
Federation, whenever used in this Part 3, unless otherwise expressly
stated or required by subject matter of context.

which receives the discharge from soil, waste and other drainage pipes
inside the walls of the building sewer, beginning three feet [nine-tenths
(0.9) meter] outside the inner face of the building wall.
That part of the plumbing system which receives, conveys
and removes liquid and water-carried wastes to a building drain.
The extension from the building drain to the public sewer
or other place of disposal.

Department.
A sewer intended to receive wastewater as well as storm-
and surface water.
Wastewater containing surface and/or storm water.
A combination of individual samples of wastewater taken at
selected intervals, generally hourly, for a specified period. Individual
samples may have equal volume or may be proportioned to the flow at
the time of sampling.
The City Engineer of the City of Watertown or the City Engineer's
duly appointed representative.
[Added 4-18-1994]
The water discharges from any system of condensation, air
conditioning, cooling refrigerations or other sources. It shall contain
no polluting substances which would produce BOD or suspended solids
each in excess of 10 milligrams per liter.
The New York State Department of Environmental Conservation.
The Engineering Department of the City of Watertown.
An acquired legal right for the specific use of land owned
by others.
Treated wastewater flowing from any treatment device or facility.
The Engineer of the City of Watertown or his authorized deputy,
agent or representative.

Law 92-500, and the 1977 Clean Water Act, Public Law 95-217, and any
amendments thereto; as well as any guidelines, limitations and standards
promulgated by the Environmental Protection Agency pursuant to the
Act.
The quantity of waste or liquid that flows in a certain period
of time.
Animal and vegetable wastes from the preparation, cooking
and disposing of food and from the handling, processing, storage and
sale of food products and produce.
A single sample of wastewater taken at either set time or
flow.
Any sanitary waste from holding tanks, such as vessels, chemical
toilets, campers, trailers, septic tanks and vacuum-pump tank trucks.
For the purpose of permit fees, is any entity required to
obtain a permit or contract issued by the Industrial Pretreatment
Program, including but not limited to significant industrial users,
industrial users, outside permitted users and haulers.
[Added 7-1-1996]
Shall mean or may be defined now or hereafter by appropriate
local, state or federal authorities or by the Commissioner as substances
which may be present in wastewater, whether gaseous, liquid or solid,
the amount which may contain soluble or insoluble solids of organic
or inorganic nature which may deplete the dissolved oxygen content
of nature waters, contribute solids, contain oil, grease or floating
solids, which may cause unsightly appearance on the surface of such
waters, or contain materials detrimental to aquatic life.
Any parcel of real property, including land improvements
or appurtenances, such as buildings, grounds, etc.
A treatment works as defined by Section 212 of the Act (33
U.S.C. § 1292); includes any sewers that convey wastewater
