There is hereby created within the Borough a Department of Community Services which shall provide to residents a varied and comprehensive set of recreational, educational, social and cultural programs and services.
The Department of Community Services shall be under the control and supervision of a Director of Community Services to be appointed by resolution of the Borough Council at such salary as shall be fixed by ordinance or resolution of the Borough Council. The Department of Community Service shall have such additional personnel as deemed necessary by recommendation of the Borough Administrator.
A. 
Short title. This section shall be known as and may be cited as the "Department of Community Services Fee Ordinance."
B. 
Fees established. The Schedule of Fees for activities conducted by the Department of Community Services shall be established by resolution of the Borough Council annually at its organization meeting.
C. 
Collection of fees; waiver; maximum fee. The fees established by Subsection B above shall be payable by participants and sponsors to the Director of Department of Community Services prior to participation in the activity for which the fee is paid; provided, however, that fees for all participants may be waived in whole or in part with the approval of the Borough Administrator upon the recommendation of the Director of Department of Community Services.
D. 
Handling of fees. All fees collected pursuant to this section shall be delivered to the Borough Treasurer within 48 hours of receipt and shall be used for the general purposes of the Borough.
A Recreation Advisory Committee is hereby created to assist with the planning, funding and supervision of the recreation programs in the Department of Community Services. The Recreation Advisory Committee shall consist of 15 members: 13 members who are residents of the Borough and shall include therein a Chairperson and two secondary school student members; and two additional members who may be nonresidents of the Borough. All of said members shall be appointed by the Mayor with the advice and consent of the Borough Council, provided that the student members shall have been recommended by the principals of their respective schools, and said members shall serve for a year. The members of the Recreation Advisory Committee shall meet at least quarterly and shall advise the Department of Community Services on recreation matters within the Borough, facilitate communication between residents and the Department of Community Services staff, and assist with program operations and supervision when requested by the Director, and assist with fundraising and sponsorship activities.
A. 
There is hereby established a Council on Aging which shall serve in an advisory capacity to the Department of Community Services. The Council on Aging shall consist of such number of members not to exceed nine as may be deemed advisable by the Mayor and Council. The members shall be appointed by the Mayor with the advice and consent of the Borough Council. The term of each member shall be for three years; provided, however, that of the initial appointments, three shall be for a term of three years each, three shall be for a term of two years each, and three shall be for a term of one year each. Members shall serve during their respective terms until their successors are appointed and qualified.
B. 
There shall be two alternate members of the Council on Aging, who shall be appointed by the Mayor with the advice and consent of the Borough Council. The members shall be designated at the time of appointment as "Alternate No. 1" and "Alternate No. 2." The terms of the alternate members shall be for three years and two years, respectively. Alternate members may vote in the absence of a regular member. In the event that a choice must be made as to which alternate member is to vote, Alternate No. 1 shall vote.
C. 
Vacancies occurring other than by expiration of term shall be filled in the manner provided above for the balance of the unexpired term only. The Council shall designate one of its members as Chairperson. The Chairperson shall serve until January 1 following designation and until his or her successor shall be designated. All members and alternate members shall serve without compensation. No person shall be appointed to the Council on Aging as a member or attendee member unless such person is a resident of the Borough.[1]
