The Town of Cornwall has been directed to enact a mandatory recycling program in order to comply with the directives of the County of Orange, which has been ordered to institute a recycling program by the Department of Environmental Conservation. The Town Board determines that conservation of recyclable materials is now a necessity in order to conserve our material resources and that the cost of solid waste disposal is ever increasing while landfill facilities are rapidly decreasing.
