Pursuant to General Statutes §§ 21-27 and 21-37, public vendors and peddlers shall be licensed. Except as hereinafter specified, no person, firm, partnership or corporation shall, within the Town of Hebron, peddle, sell, vend, hawk or solicit the sale, either present or future, of any goods, wares or other merchandise upon the streets, highways and public places within the limits of the Town of Hebron, or from place to place within the limits of the Town, without first having been duly licensed to do so by license issued to him by the Town Clerk upon paying to said officer the license fee prescribed herein.

Every such peddler or solicitor, before engaging in such business, shall make application therefor in writing to the Town Manager on blank forms to be supplied by the Town Clerk, which application shall be reviewed by the resident state trooper or, in his absence, his authorized representative. The application shall be in writing and state the name of the licensee, the nature of the business for which it is granted, and the date of its beginning and its expiration. Such certificate shall not be issued prior to the fifth day after application and payment of the required license fee unless such waiting period shall be waived in writing by the Town Manager, in which case the license may be issued immediately or at such other time within the five-day period as the Town Manager may direct.

The license certificate issued shall be exhibited for inspection to any person with whom the licensee attempts or offers to do business and to any proper officer upon demand.
The fee for every such peddler shall be $3 for one day or $20 for a period of six months from the date of issue. Licenses shall be effective from 8:00 a.m. to 6:00 p.m. daily to the date of expiration. Residents of the Town who have resided within the Town of Hebron continuously for six months or more shall be exempted from payment of a fee for such license.
This chapter shall not apply to such persons as are by the laws of the State of Connecticut exempt or be construed to prohibit or to require a license for sales by farmers or gardeners of produce from their farms or gardens, nor for the sale and distribution of milk, tea or coffee, spices, bakery goods, fish, meats or other food products, or to vendors of wares or merchandise of residents of the Town of Hebron sold by the maker of or manufacturer thereof, nor shall the provisions hereof apply to children under 16 years of age who are residents of the Town of Hebron.

Any person, firm, partnership or corporation who or which shall violate any provision of this chapter shall be fined not more than $150, and every sale made in violation of the provisions herein shall constitute a separate offense.
