As used in this chapter, the following terms
shall have the meanings indicated:
Any parade, march, ceremony, show, exhibition or pageant
in or upon any street, park or other public place in the Borough.

No person shall conduct a parade without obtaining
a permit therefor.

[1]The Mayor and Council shall issue a permit as provided
for hereunder when, from a consideration of the application and from
such other information as may otherwise be obtained, it finds that:
(1)Â
The conduct of the parade will not substantially interrupt
the safe and orderly movement of other traffic contiguous to its route.
(2)Â
The conduct of the parade will not require the diversion
of so great a number of police officers of the Borough to properly
police the line of movement and the areas contiguous thereto as to
prevent normal police protection of the Borough.
(3)Â
The conduct of such parade will not require the diversion
of so great a number of ambulances as to prevent normal ambulance
service to portions of the Borough other than that to be occupied
by the proposed line of march and areas contiguous thereto.
(4)Â
The concentration of persons, animals and vehicles
at assembly points of the parade will not unduly interfere with proper
fire and police protection of or ambulance service to areas contiguous
to such assembly areas.
(5)Â
The conduct of such parade will not interfere with
the movement of fire-fighting equipment en route to a fire.
(6)Â
The conduct of the parade is not reasonably likely
to cause injury to persons or property, to provoke disorderly conduct
or to create a disturbance.
(7)Â
The parade is scheduled to move from its point of
origin to its point of termination expeditiously and without unreasonable
delays en route.
(8)Â
The parade is not to be held for the sole purpose
of advertising any product, goods or event and is not designed to
be held purely for private profit.
Failure on the part of the permittee or of any
person to comply with the conditions set forth in this chapter and
the conditions set forth in the permit shall be a just cause for the
Mayor and Council to revoke such permit as of the time of the violation,
and any violator thereof shall also be subject to the penalty provisions
of this chapter.

An application for a parade permit shall set forth
the route along which such parade is to proceed, the time of starting,
the name and address of the person in control or responsible thereof
or therefor and the purpose of such parade.
An investigation shall be made and permits issued
or denied within 10 days after such application shall be made. The
investigation shall include a check to determine whether or not the
applicant has any criminal record or has been guilty of any fraudulent
practices.[1]
Only one permit need to be obtained to cover
the conduct of any parade or similar demonstration, including the
playing of any musical instruments in a parade, provided that such
parade shall be held under the control of the applicant and if the
applicant shall set forth in his application a list of all groups
or individuals who are to participate in such parade.
