The Board of Trustees of the Village of Tarrytown has determined that certain special events occur from time to time within the village that generate such traffic control problems that tax the resources of the various shifts of the Tarrytown Police Department to such a degree that public safety can be adversely affected. The intent of this legislation is to enable the hiring of persons without police or peace officer status to control traffic during such events and to permit the police officers of the Village of Tarrytown to better perform their public safety responsibilities.

The Board of Trustees of the Village of Tarrytown is hereby authorized to employ persons without police or peace officer status for the purpose of providing traffic control during special events. Special events, for the purpose of this section, shall include but not be limited to the traffic generated by the change of shift at the General Motors plant in North Tarrytown, the reconstruction or closing of roadways which necessitates the rerouting of traffic, parades and public festivals or celebrations.
