All outdoor shows and exhibitions of every nature and name are prohibited
within the city when such shows are exhibited for more than one (1) day, except
that charitable organizations or religious organizations may, upon obtaining
the permission of the Mayor, have an outdoor show or exhibition for such a
period as the Mayor may permit.
