[Adopted 4-20-1972 as Art. II of Ch. 5 of the Code of Ordinances of 1972]
No owner or person possessing or harboring a dog shall suffer or allow the same to run loose or at large at any place in the city. No such dog shall be permitted on any public street, road or highway on or in any public place or on or in any private place wherein the public is invited to conduct business, unless on a leash, held by a person of sufficient age, nor shall any dog be permitted to enter upon any lands of others unless so leashed.

No owner or person possessing or harboring a dog shall suffer or allow the same to run loose or at large, be they leashed or unleashed, in any City park, to wit, Hudson Shores Park, Brotherhood Park, Clinton Park, Pershing Green, Seventh Street Park, Red's Field, Elk's Park, Memorial Park, Civic Center Field and 15th Street Park, the locations of which are set forth in Chapter 209 of this Code.

Any person owning, keeping, possessing or harboring any dog shall promptly remove and dispose of all excrement left by the dog on any public property and/or right-of-way and on any private property not owned by such person or lawfully occupied by such person. This section shall not apply to a person who is visually or physically handicapped.

It shall be the duty of the person or officer authorized under Article 7 of the Agriculture and Markets Law, as amended, to enforce the provisions of such law, to enforce the provisions of this article and to take into his possession any dog found running at large, to be disposed of in the same manner and under the same circumstances as provided for unlicensed or untagged dogs under the provisions of § 118 of the Agriculture and Markets Law, as amended.
No person shall keep or permit to be kept on premises owned or occupied in whole or in part by him within the City any dog, bitch or pup which, by its howling, barking or whining, shall cause unreasonable disturbance in the neighborhood.

The provisions hereof are in addition to regulations and requirements of Article 7 of the Agriculture and Markets Law and shall be deemed in addition to the regulations and restrictions therein contained pursuant to § 124 of said Agriculture and Markets Law.

Any person violating any provisions of this article shall be deemed guilty of a violation as defined by § 10.00, Subdivision 3, of the Penal Law and, upon conviction thereof, shall be subject to a penalty as set forth in Chapter 1, General Provisions, Article III, General Penalty.
