It is the desire of the Mayor and Town Council
of the Borough of Chambersburg, Franklin County, Pennsylvania, and
said Council hereby signifies its intention to organize the Chambersburg
Business District Authority under the Municipality Authorities Act
of May 2, 1945, P.L. 382, as amended.[1]

A.
The Mayor and Town Council of the Borough of Chambersburg
hereby find and determine that improvement of the business district
by creation of the Chambersburg Business District Authority is desirable
for the entire Borough of Chambersburg and hereby define said business
district, for the purposes contemplated by this article, as the area
within the Borough of Chambersburg shown on the attached plan,[1] which is described as follows:
Beginning on the east side of the Conococheague
Creek at King Street; thence east on King Street to Second Street
(including both sides of King Street); thence south on Second Street
to Washington Street (including both sides of Second Street); thence
west on Washington Street to the eastern boundary of the South Gate
Mall (including both sides of Washington Street); thence south, west
and north along the boundary of the South Gate Mall (including all
area of the South Gate Mall) to the northern boundary of the South
Gate Mall; thence east along the northern boundary of the South Gate
Mall to Water Street; thence north along Water Street to the east
side of the Conococheague Creek; thence north along the east side
of the Conococheague Creek to the place of beginning.

B.
The properties abutting on the outer edge of the boundaries
are included in the district (see attached plan).
C.
The initial boundary of the Chambersburg Business
District Authority may be modified at the request of the Authority
by the Mayor and Town Council of the Borough of Chambersburg adopting
a resolution modifying the boundaries after holding a public hearing
on the proposed boundary modification.
The name of the proposed Authority shall be
the "Chambersburg Business District Authority."
It is specified that Council retains the right
existing under the Act to approve any plan of the Authority.
The proper borough authorities are authorized
to file Articles of Incorporation with the Secretary of the Commonwealth
of Pennsylvania in accordance with the Municipality Authorities Act
of 1945, said Articles of Incorporation to be executed on behalf of
the Borough of Chambersburg by the President of Town Council and attested
by the Borough Secretary. The Borough Solicitor is hereby authorized
and directed to cause to be published the notice of intention to file
the Articles of Incorporation with the Secretary of the commonwealth
as required by the aforementioned Act.
The term of the Authority shall be three years
and six months from the date the Articles of Incorporation are filed
unless the Mayor and Town Council of the Borough of Chambersburg adopt
an ordinance extending the life of the Authority, in which event the
ordinance will establish what the additional term will be and may
provide for successive ordinances to determine successive terms.

The Authority Board shall consist of 15 members.
