A Recreation Advisory Committee (RAC) is hereby established to provide input, suggestions, recommendations, and strategic planning for matters that affect the policies, use, planning, programming, and capital needs of the Borough's various recreation facilities.
The powers and duties are:
A. 
To select from its membership a chairman and such other officers as considered necessary and to adopt bylaws under which it will operate.
B. 
To plan and recommend, by regular and special reports, to the Council such action as may be necessary to create and develop an adequate and complete system of parks, playgrounds and recreation centers and facilities, to advise the Borough Manager, or his designee, the Recreation Department Superintendant, concerning the supervision, organization, and management of parks and playgrounds and sports and activities thereon, recreation and social centers, play fields, and similar facilities in order that the best and most satisfactory provision for supervision of community sports of all kinds, community events, music, games, plays, celebrations and similar activities will be properly developed, to coordinate with individuals, firms or organizations interested in public recreation and to recommend such clean and wholesome recreation and amusement for the citizens of the Borough as it shall deem advisable.
C. 
To cooperate with any other public agencies and to aid and assist in coordinating recreation activities and to otherwise promote recreation throughout the community.
D. 
To carry out the directions of the Council and the Borough Manager and, subject to the directions of the Council and the Borough Manager, to make recommendations to the Recreation Department Superintendant in organizing and directing the use of all playgrounds and recreation centers owned, operated or maintained by the Borough.
E. 
The Recreation Advisory Committee shall render annually to the Council a full report of its work. This may be in concert with the annual report of the Recreation Department.
The Recreation Advisory Committee shall be composed of five members-at-large. They shall be appointed by the Council as members, shall serve without compensation, and shall be appointed for two-year terms to coincide with the formation of Council. Vacancies shall be filled by Council for unexpired terms. In addition, up to two members of Council may also serve as voting members of the Recreation Advisory Committee.
Regular meetings of the Recreation Advisory Committee shall be held, as needed, once per month, at a time and place to be designated by the Committee. Other meetings may be scheduled as needed. Special meetings may be held at other times upon a call by the Borough Manager, or his designee, the Recreation Department Superintendant, or by the chairman of the Recreation Advisory Committee.
The Recreation Advisory Committee shall lend advice on the placement and development of parks, open spaces and natural features pursuant to the Chambersburg Subdivision and Land Development Ordinance.[1]
