The Chambersburg Police Department, as previously existing as established by Ordinance of January 16, 1818, is hereby recognized and reestablished in and for the Borough of Chambersburg. Each police officer shall have those powers and abilities as are granted to police officers under the laws of the Commonwealth or the rules of the Supreme Court or the ordinances of the Borough of Chambersburg for which a fine or penalty is imposed unless otherwise excepted by the Borough Code, 53 P.S. § 45101 et seq., as amended from time to time. The Mayor shall exercise such powers over the police force as provided for in the Borough Code.

The Police Department of the Borough of Chambersburg shall consist of one Chief of Police and as many Sergeants, Corporals and patrol officers [including those patrol officers who are bilingual (Spanish-speaking)] as may be determined necessary from time to time by the Town Council. The Town Council may deem it necessary to add police officers due to illness, disability, military service or training of new officers.

The probationary period for appointments to the position of probationary patrol officer in the Police Department shall be one year. The probationary period for appointments to the position of Corporal and Sergeant in the Police Department shall be not less than six months and not more than one year.

The advancement of police officers within the same rank and classification shall not constitute a promotion even though it involves an increase in salary.

A. 
Prior to making a warrantless arrest under Section 8902 of Title 42 of the Pennsylvania Consolidated Statutes (42 Pa.C.S.A. § 8902), the officer shall ensure that the following requirements contained in the statute are satisfied: that the officer had probable cause to believe that one of the four listed offenses is involved; that the defendant's conduct is ongoing; that the conduct constituting the offense is upon the officers view; and that the conduct imperils the personal security of any person or endangers public or private property.
B. 
After making a warrantless arrest pursuant to Section 8902 of Title 42 of the Pennsylvania Consolidated Statutes (42 Pa.C.S.A. § 8902), the officer shall follow Rule 441 (Procedure Following Arrest Without Warrant) and Rule 440 (Arrest Without Warrant) as set forth in the Pennsylvania Rules of Criminal Procedure, as may be amended from time to time.
