As used in this article, the following terms shall have the meanings indicated:
MOTOR VEHICLE
The same meaning and definition as the same is defined in the Vehicle Code of Pennsylvania and shall expressly include motorcycles, minibikes, snowmobiles and bicycles.
PARK
Includes the Coudersport Area Recreation Park and Mitchell Park.

A. 
No motor vehicle as defined in § 259-1 herein shall be operated in the Coudersport Area Recreation Park and Mitchell Park except upon the road and parking area established in the park and in other areas expressly designated by the Recreation Board.
B. 
No motor vehicle shall stand or park in any area where "No Parking" signs have been posted, whether such signs are posted permanently or temporarily.
C. 
No motor vehicle, motorcycle or snowmobile shall be operating within the park unless the said motor vehicle, motorcycle or snowmobile shall first comply with all of the provisions of the Commonwealth of Pennsylvania Vehicle Code as to registration, inspection and insurance. No person shall operate or drive a motor vehicle of any type in the park unless that person shall have a valid drivers license. In the case of snowmobiles, all operators under age 16 years shall not drive or operate a snowmobile unless the said person has received appropriate safety training as prescribed by law, and has been issued the appropriate safety certificate.
D. 
No motor vehicle as defined in § 259-1 herein shall be operated in the park at a speed greater than is reasonable or proper, having due regard to the roadway surface, traffic conditions, weather conditions, pedestrians walking in the area, athletic contests in progress or any other restrictions or conditions then and there existing, however, at no time may a motor vehicle as defined in § 259-1 herein be operated in the park in excess of the speed of 15 miles per hour.
E. 
No motor vehicle shall be operated on any foot bridge in either park under any circumstances.

After 11:00 p.m., prevailing time, no person shall be present in the Coudersport Area Recreation Park or Mitchell Park except when the closing time is changed or modified by the Recreation Board and notices posted thereof.
No person shall bring any intoxicating beverages in the park nor shall any person consume any intoxicating beverage in the Park. Intoxicating beverages shall include, but not be limited to beer, wine, whiskey, or other intoxicating liquor.
No person shall deface, remove, injure, destroy, or tamper with any building water fountain, bench, fireplace, tree, shrub, fence or any other property within the limits of the park.
A. 
It shall be unlawful for any person to be inside the fenced limits of the football field unless he or she has official business as designated by the Recreation Board, Coudersport Area School System or the Coudersport Borough.
B. 
It shall be unlawful for any person to be inside the pavilion building unless it has been officially opened for the use of the general public or specific permission has been given for the use thereof by the Recreation Board.

No person shall engage in disorderly conduct within the limits of the Coudersport Area Recreation Park or Mitchell Park. This shall include but not be limited to fighting, threatening, violent behavior, making unreasonable noise, using obscene language or creating a condition which is hazardous or offensive to persons or property.

Any person, firm or corporation who shall violate any provision of this article shall, upon conviction thereof, be sentenced to pay a fine of not more than $300; and/or to imprisonment for a term not to exceed 90 days.
