A Borough Planning Commission, composed of five members, appointed as provided by law, is hereby established for the Borough of Denver. The said Borough Planning Commission shall perform all the duties and may exercise all the powers vested by law in borough planning agencies. Provided: the Borough Planning Commission in office at the time of enactment of this chapter shall constitute the Planning Commission hereby established and nothing in this chapter shall affect the tenure of any member of the said Planning Commission, but all vacancies hereafter occurring in the said Planning Commission shall be filled in the manner and for the tenure provided in the law governing borough planning commissions that shall be in effect at the time of the happening of such vacancies.
