Effective February 1, 1956, and thereafter, each premises shall have a separate water meter.

A. 
Effective as of the first quarter billing of 2024 and thereafter, there is imposed on the owner of each property serviced by the water system for each water service connection to the water system a minimum charge of $24 per quarter. The minimum charge shall entitle the consumer to use 3,000 gallons of water per quarter, and all water consumed in excess of 3,000 gallons per quarter shall be charged at the rate of $8 per 1,000 gallons or fraction thereof.

B. 
All fire sprinkler water connections to the water system shall be charged at the rate of $50 per year. All costs incident to the connection of a fire sprinkler system to the water system shall be borne by the property owner, or consumer, making such connection.
C. 
Effective May 1, 1987, and continuing thereafter, all consumers who use more than 1,000,000 gallons of water per quarter shall be assessed a surcharge of $0.0015 per gallon of water used in excess of 1,000,000 gallons per quarter. This surcharge shall be assessed against the consumer in addition to the minimum quarterly charge and in addition to the $7.65 charged per 1,000 gallons of water used in excess of 3,000 gallons per quarter.
When two or more service connections supply the same premises, the consumer shall be billed for each meter separately at the rates set forth in § 196-3.

All water meters shall be read quarterly on or about May 1, August 1, November 1, and February l of each year, and all water rates together with penalties thereon, if any, shall be paid to the Borough Treasurer for the use of the Borough at times and in the manner hereinafter specified.

A. 
Billing and payment; penalty for delinquent bills.
(1) 
All quarterly water bills, in a form prescribed by the Borough Council, shall be payable to the Borough on or before the 15th day of the month next succeeding the month in which the bills are delivered, which bill shall be the net bill. If the full amount of the net bill shall not be paid on or before that day, a penalty of 10% of the face amount of the net bill shall be added thereto, which amount shall be the gross bill. Failure of any owner to pay his gross bill for water services, together with the penalty thereon, within one month after the same shall become due, shall be cause for termination of water service. A charge of $25 shall be made for the resumption of water service upon payment in full of all such overdue water bills, including penalties and interest.
(2) 
The gross bill for water charges (which shall include the aforesaid 10% penalty and certified and other mailing costs) shall bear interest at the rate of 1 1/2% per month or fraction thereof beginning one month after the gross bill becomes due and payable until paid. This is an annual percentage rate of 18%.
B. 
Water rentals and charges imposed by this article shall be a lien on property served by the water system, and any such water rentals and charges shall be filed as a lien in the office of the Prothonotary of Lancaster County and may be collected by the Borough in the manner provided for municipal claims or by a civil action against the owner.
C. 
In all instances, the record owner of the property shall be deemed the customer of the Borough and shall be the person responsible for timely payment. Every owner shall keep the Borough advised of his correct address. Failure of any owner to receive his quarterly bills shall not be considered an excuse for nonpayment nor shall such failure result in an extension of time during which the net bill is payable.
D. 
Any refunds due for overpayment of water service shall be credited to the owner on the next following quarterly water billing.

The following public institutions within the Borough of Denver are granted exemption from payments for water consumed from the Borough of Denver water system: cemeteries, parks, playgrounds and recreation centers, and fire companies.
