Editor's Note: This ordinance also repealed former Ch.
23, Manager, adopted 12-18-1996 by Ord. No. 1996-10, and specified
that the management services agreement by and between the Township
and the Township Authority was terminated as of 12-31-2008.
The Board of Supervisors of the Township hereby creates and
reestablishes the office of Township Manager for the Township.
The Township Manager shall be appointed by a majority vote of
the Board of Supervisors of the Township.
The Township Manager shall be employed by the Township for an
indefinite term.
The Township Manager shall serve in the position of Township
Manager until his/her successor is appointed and qualified, unless
the Township Supervisor:
A.
The compensation for the Township Manager shall be established in
a resolution adopted by a majority of the Board of Supervisors of
the Township.
B.
The compensation of the Township Manager may be changed (increased
or decreased) from time to time by resolution adopted by a majority
of the Board of Supervisors of the Township.
C.
The compensation for the Township Manager shall be paid out of the
General Fund of the Township.
A.
The Township Manager shall not perform any legislative functions
commonly performed by the Board of Supervisors, including, but not
limited to, the enactment of any legislation affecting the Township.
B.
The Township Manager shall not be responsible for overseeing the
Police Department or performing any functions related to the management
of the Police Department, including, but not limited to, the selection
or recommendation of personnel or training of all uniformed police
personnel.
C.
The Township Manager shall be the administrator of the Township and
is responsible for carrying out the policies and directives of the
Board of Supervisors of the Township.
D.
The Township Manager shall have the power to perform any nonlegislative
function the Board of Supervisors of the Township may delegate to
the Township Manager.
E.
The Township Manager is responsible for the general administration
of the Township, including, but not limited to, correspondence, reports,
recordkeeping and bookkeeping.
F.
The Township Manager shall be required to attend all Township meetings
as directed by the Board of Supervisors of the Township.
G.
The Township Manager shall be responsible for providing assistance
in the preparation of the annual budget for the Township.
H.
The Township Manager, in conjunction with the roadmaster, shall oversee
the general supervision of matters relating to roads, streets, highways,
alleys, etc., located in the Township, including, but not limited
to, maintenance, repair, and snow removal.
I.
The Township Manager shall be responsible for the general supervision
of the activities of any Code Enforcement Officer employed by the
Township as well as the enforcement of Township ordinances, including,
but not limited to, building, zoning, subdivision, and municipal waste
ordinances or related ordinances or codes.
J.
The Township Manager, in addition to the applicable Code Enforcement
Officer or Zoning Officer, shall be empowered to report and enforce
any violation of any code or ordinance.
K.
The Township Manager shall be authorized to contact the solicitor,
accountant or engineer for professional services or opinions that
are needed.
L.
The Township Manager shall direct all office staff employed by the
Township.
M.
The Township Manager shall be responsible for overseeing the maintenance,
repair and use of the Township office building and facility and shall
oversee other Township buildings and facilities, including, but not
limited to, the highway maintenance facilities and all recreational
facilities owned by the Township.
N.
The Township Manager may join any association related to the office
of Township Manager, and such dues and expenses for membership or
participation therein shall be paid by the Township.
O.
The Township Manager shall be responsible for and perform any other
functions that may be, from time to time, assigned by the Board of
Supervisors of the Township.
The Township Manager shall post bond with a corporate surety
in an amount approved by the Board of Supervisors of the Township.
The fee for the bond shall be paid by the Township.
Should there be a vacancy in the office of Township Manager,
the Board of Supervisors of the Township, by a majority vote, may
appoint one person to fill said office in accordance with the terms
of this chapter.
The Township Manager shall handle all press releases and shall
be responsible for all public information releases and communication
with the media.
