A. 
In order to facilitate the movement of traffic and to combat the hazards of excess snow on the streets and roadways of the Township of Hempfield, the Board of Supervisors shall, by motion, resolution, rule or ordinance, designate no-parking areas adjacent to or on any street or road of Hempfield Township, Westmoreland County, Pennsylvania, for the period of November 1 through March 31, whether or not a Township emergency has been declared pursuant to the provisions of Subsection B hereof.
B. 
In the event of severe ice or snow upon the roadways or streets of Hempfield Township, the Board of Supervisors, at its sole discretion, may declare a Township emergency due to such hazards.
A. 
On any street, roadway or portion thereof which has been designated as a no-parking area by action of the Board of Supervisors, it shall be unlawful for any person to park a motor vehicle or to allow the same to remain parked on such street, roadway or portion thereof.
B. 
In the event that a Township emergency shall have been declared, it shall be unlawful during the period of such emergency for any person to park a motor vehicle or to allow the same to remain parked on any street, highway or portion thereof designated as a snow emergency route or to operate any motor vehicle or tractor on any such highway or portion thereof unless such vehicle or tractor shall be equipped with adequate equipment to provide sufficient traction to keep such vehicle in motion so that other traffic on the street, roadway or portion thereof will not be blocked or seriously impeded.
A. 
On any street, roadway or portion thereof designated as a no-parking area in order to facilitate snow removal, before any enforcement of this article can be made, the street, roadway or portion thereof designated as a no-parking area shall be duly posted with no-parking signs clearly visible to vehicular traffic and/or pedestrians on or adjacent to said roadways, streets or portions thereof. The signs shall read substantially as follows:

B. 
In the event of the declaration of a Township emergency, those streets, roadways or portions thereof thereby designated as snow emergency routes shall be posted by the Board of Supervisors and/or constables on the utility poles adjacent to said street, roadway or portion thereof, signs reading as follows:
SNOW
EMERGENCY
ROUTE
SNOW TIRES OR
CHAINS REQUIRED
NO PARKING
DURING EMERGENCY
VEHICLES
TOWED AWAY
A. 
There shall be maintained at the Office of the Hempfield Township Secretary a listing of those streets, roadways or portions thereof which have been designated as no-parking areas for snow removal purposes, and said list shall be updated as necessary by the action of the Board of Supervisors.
B. 
In the event of the declaration of a Township emergency, the Board of Supervisors or the constables shall, through radio, newspaper or other available media sources, disseminate information as to the existence of such emergency and the designation of snow emergency routes.
A. 
Any person who shall park a motor vehicle anywhere upon or along any of the streets, roadways or portions thereof designated as no-parking areas for snow removal or designated as a snow emergency routes shall be guilty of a violation of this Article and, upon conviction thereof, be subject to the fines and penalties as established by the Vehicle Code of the Commonwealth of Pennsylvania.[1]

B. 
Any person who shall operate a motor vehicle upon any street, roadway or portion thereof designated as a snow emergency route, in the event that such motor vehicle shall become stalled upon any of such streets, roadways or portions thereof, during a period of emergency as declared herein, if such stalling is the result of the failure to have the vehicle equipped with adequate equipment to provide sufficient traction, shall be guilty of a violation of this Article and, upon conviction thereof, shall be subject to the fines and penalties as established by the Motor Vehicle Code of the Commonwealth of Pennsylvania.
