It shall be unlawful for any person to maintain,
either directly or indirectly, a nuisance within the cartway or traveled
portion of any highway, road, street or alley maintained by either
the Township of Hempfield, the County of Westmoreland or the Commonwealth
of Pennsylvania. Nuisances shall include, but not be limited to, the
following:

Pushing, shoveling or otherwise depositing snow, ice,
mud, rocks, earth, manure, animal waste, cut vegetation, or any combination
thereof, upon the cartway or traveled portion of any highway, road,
street or alley maintained by the Township of Hempfield, the County
of Westmoreland or the Commonwealth of Pennsylvania.
B.Â
Encroachment,
obstruction or interference. No motor vehicle, whether or not registered,
shall be parked, kept or stored on any property or public or private
roadway in such a manner as to interfere with pedestrian or vehicular
traffic lawfully using such public or private roadway or in such a
way to interfere with necessary public services, including snow removal.

Any person who violates any provisions of this Article X shall, for each such violation, upon conviction, be sentenced to pay a fine or penalty of not less than $100 nor more than $1,000 and costs of prosecution; and, in default of payment of said penalty/fine and costs, to undergo imprisonment for not more than 30 days.
