The purpose of the R-2 District is to preserve existing single-family densities and to provide the opportunity for development of two-family dwellings and townhouses which are compatible with the overall pattern of development in the Borough. In this district, land may be used and buildings and structures may be erected, altered or used for the following purposes and no other:
A. 
Permitted uses.
(1) 
Single-family dwellings.
(2) 
Two-family dwellings.
(3) 
Essential services.
(4) 
The following accessory uses:
(a) 
Accessory buildings and structures.
(b) 
A private, noncommercial swimming pool.
(c) 
A nameplate not exceeding one square foot in area.
(d) 
Home occupations, as defined by this chapter, subject to the standards contained in § 374-58 of this chapter.
(e) 
Accessory uses customarily incidental to any of the permitted or conditional uses authorized in this district not involving the conduct of a business, including the accessory uses enumerated in § 374-11.
B. 
Conditional uses.
(1) 
Townhouses, subject to the requirements of § 374-16 and the following express standards and criteria:
(a) 
A minimum site area of two acres shall be required.
(b) 
Townhouse buildings shall have a break in continuity (offset) at intervals of at least every 70 feet. The breaks in continuity shall not be less than five feet. For townhouse buildings not exceeding 70 feet, there shall be at least one break in continuity.
(c) 
Townhouse buildings shall contain no more then eight dwelling units.
(d) 
The maximum length of a townhouse building shall be 200 feet.
(e) 
Streets within the plan shall be designed to discourage through traffic and ingress/egress to and from the site shall be designed to minimize congestion, ensure safety and accommodate peak traffic without hazard or great delay.
(f) 
Adequate accessibility for emergency vehicles shall be provided to all residential buildings.
(g) 
Visitor parking areas shall be located within 150 feet of the units they are intended to serve. Pedestrian walkways shall be provided to link parking areas with dwelling units and common areas, if any.
(h) 
A buffer area, as defined by this chapter, shall be provided along all property lines which adjoin single-family development or single-family zoning classification. The buffer area shall be at least 15 feet in depth as measured from the property line.
(i) 
Slopes in excess of 40% shall be considered unsuitable for construction of residential buildings. Plans for construction of residential buildings on slopes in excess of 25% shall be accompanied by a certification by a registered professional engineer regarding adequacy of foundation design.
(j) 
Plans which contain in excess of 50 dwelling units shall provide active and/or passive recreation appropriate to the needs of the residents subject to the approval of Borough Council. Provision of the approved open space and/or recreation shall be a condition precedent to the issuance of occupancy permits in the plan.
(k) 
The method of organization proposed to maintain and operate the common facilities or common areas within the plan, if any, shall be specified in the conditional use application.
(l) 
Due consideration shall be given in the design of the plan to the preservation of natural features, including large trees, groves, waterways, steep slopes, floodplains, historic points and other community assets.
(m) 
Security lighting of parking areas and other common areas or facilities shall be provided and shall be shielded from adjacent properties.
In this district, the following area and bulk regulations shall apply to the uses permitted:
A. 
Single-family dwellings.
(1) 
Maximum dwelling unit density: 5.6 units per acre.
(2) 
Minimum lot area: 7,800 square feet.
(3) 
Minimum lot width: 60 feet.
(4) 
Maximum lot coverage: 35%.
(5) 
Maximum lot coverage, front yard: 50%.
(6) 
Minimum front yard: 35 feet from property line, not less than 65 feet from center line of state or county road and not less than 60 feet from center line of Borough street.
(7) 
Minimum rear yard:
(a) 
All principal structures: 40 feet.
(b) 
All accessory structures: 20 feet.
(8) 
Minimum side yards (all principal and accessory structures): two yards totaling 15 feet, neither less than five feet.
(9) 
Maximum height of building: See § 374-82.
(10) 
Parking requirements: See § 374-88.
B. 
Two-family dwellings.
(1) 
Maximum dwelling unit density: 6 units per acre.
(2) 
Minimum lot area: 14,500 square feet.
(3) 
Minimum lot width: 80 feet.
(4) 
Maximum lot coverage: 35%.
(5) 
Minimum front yard (all principal and accessory structures): 35 feet from property line, not less than 65 feet from center line of state or county road and not less than 60 feet from center line of Borough street.
(6) 
Minimum rear yard:
(a) 
All principal structures: 30 feet.
(b) 
All accessory structures: 10 feet.
(7) 
Minimum side yard (all principal and accessory structures): 15 feet on each side.
(8) 
Maximum height of building: See § 374-82.
(9) 
Parking requirements: See § 374-88.
C. 
Townhouses.
(1) 
Maximum dwelling unit density:
(a) 
Sites with direct access to a road classified as an arterial road: eight units per acre.
(b) 
All other sites: six units per acre.
(2) 
Minimum lot area per dwelling unit:
(a) 
Sites with direct access to a road classified as an arterial road: 5,000 square feet.
(b) 
All other sites: 7,250 square feet.
(3) 
Maximum lot coverage: 35%.
(4) 
Minimum front yard: 35 feet from property line, not less than 65 feet from center line of state or county road and not less than 60 feet from center line of Borough street.
(5) 
Minimum rear yard:
(a) 
All principal structures:

Yards adjoining single-family use or zoning: 50 feet.

All other yards: 30 feet.
(b) 
All accessory structures: 10 feet.
(6) 
Minimum side yard:
(a)

(7) 
Minimum distance between buildings. For developments containing more than one townhouse building on one lot, the following minimum requirements for distances between buildings shall apply:

Borough Council shall hear and decide applications for conditional uses in accordance with the procedures specified in § 374-118 of this chapter.
In this district no more than one accessory building intended to store personal property of the residents of the dwelling shall be erected on each lot, subject to the following regulations:
A. 
The construction and location of such accessory building shall be approved by the Zoning Officer.
B. 
No person shall erect, install or replace such accessory building without having first obtained a permit.
C. 
All such accessory buildings shall be of corrosion-resistant material, fully enclosed, and shall have a maximum floor area of 100 square feet, and shall be no more than 15 feet in width or length, provided that the maximum permitted lot coverage for the district is not exceeded. The maximum height of the structure shall not exceed 9 1/2 feet.
D. 
All such accessory buildings shall be located in the rear yard, except on corner lots which have no rear yard. On corner lots, the accessory building shall be located in the side yard which is opposite the street on which the principal structure fronts. On corner lots, the accessory building shall be located no closer than 10 feet to the side lot line which is opposite the street on which the principal structure fronts and no closer to the other side lot line than five feet; on all other lots, the accessory building shall be located no closer than 10 feet to the rear lot line. On lots other than corner lots, the accessory building shall be no closer to the side lot line than five feet.
